    Deputy Secretary General - Programs (Internal Advert Only)

    Reporting to: Secretary General

    Supervision:

    • Head of Monitoring, Evaluation and Learning
    • Head of Grants and Partnership Development
    • Head Disaster Management Operations/Disaster Risk Reduction/WASH
    • Head of Special Programmes
    • Head of Grants
    • Head of Health Nutrition and Social Services
    • Head of Organisational Development

    PURPOSE:

    To provide leadership in building and strengthening strategic and effective partnerships (local and international organizations, private, public, donors, other actors, etc.) to enhance delivery of KRCS goal and objectives and leverage resources

    PRIMARY RESPONSIBILITIES:

    • Identify prospects/opportunities and lobby to deepen existing partnerships, secure new partners & donors, engage in consortia, alliances and networks to leverage resources and support our work
    • Represent the organization in key meetings, fora, events and fundraising forums to influence critical agenda, position the organization enhance collaboration
    • Maintain active relationships with key national and international stakeholders (including RC movement, governments, donors, CSOs), and private sector for agenda influencing, networking, knowledge sharing, fundraising, etc
    • Gather intelligence of partnership imperative and agenda and mapping of resource opportunities which the Society can optimize
    • Develop guidelines and procedures to support identification, engagement, development and management of partnerships
    • Lead organizational initiatives aimed at increasing diversity of funding sources to increase the resource base for the organization
    • Represent the organization in stakeholder’s platforms to contribute to strategic and policy discussion on resource mobilization
    • Lead the development of a resource mobilization strategy & plans to contribute to the organizations’ financial viability
    • Establish systems for identification and response to calls with templates/guidelines to manage the activities of resource mobilization
    • Support the departments in the identification of funding opportunities, undertaking fundraising activities, development of proposals and agreements, reporting and review of grants funding
    • Ensure quality standards and consistency of funding proposals in compliance with institutional and donor requirements
    • Strengthen mechanisms for internal quality check and compliance review of funding proposals prior to submission to potential funders
    • Develop and maintain an effective fundraising tracking system and ensure all donor funding requirements are met
    • Keep abreast with the funding environment, and conduct regular scoping and mapping to identify diverse funding sources in line with the organizations’ vision and mission
    • Attend donor funding meetings and relevant fundraising networks and meetings to stay abreast of changes in the funding environment
    • Provide a quarterly report on funding priorities, potential donors and grant programmes relevant to the organizations’ strategic directions supporting ongoing fundraising initiatives.
    • Develop and regularly engage partner networks, alliances and consortia with local, national and regional agencies, other humanitarian actors, private sector and RC/RC movement partners to strengthen KRCS mandate
    • Lead the management of ongoing relationships with existing partners and leverage those relationships to greater collective impact
    • Strengthen partners and donor relationships by ensuring continuous engagement, timely and regular communication, information sharing, meetings, etc
    • Strengthen mechanisms for internal quality check and compliance review and execution of partnership agreements
    • Support capacity development of the organizations’ staff to raise funds and develop good relationships with partners and donors
    • Lead in embedding a culture of information sharing and organizational learning in partnership and resource mobilization
    • Lead the eventual set up of a fully-fledged Partnership Development and Resource mobilization department

    PERSON SPECIFICATIONS:

    Academic Qualification

    • Masters Degree plus relevant post-graduate qualification in Public Health (MPH) or equivalent qualifications with specialization in handling large scale emergencies
    • Ten (10) years’ experience gained from handling disasters, accidents and emergencies to prevent and alleviate human suffering

    Professional Qualifications/Membership to professional bodies

    • Relevant professional qualification;
    • Member of a relevant professional body

    Experience

    Over twelve (12) years’ relevant experience with over five (5) years at leadership level

    SKILLS/ KNOWLEDGE

    • Strong leadership skills, executive disposition, and demonstrate high levels of integrity.
    • Understands programme and project management.
    • Broad knowledge of KRCS programmes and strategic focus
    • Strategic and innovative with ability to sell the vision of the organisation.
    • Ability to develop long term integrated and cross functional operational plans.
    • Ability to operationalise strategy into action for the organisation as whole.
