    Finance Manager

    POSITION SUMMARY

    The Finance Manager is responsible for generating financial reports, data and analysis needed in a variety of operational decisions. Working within a department, division or program, the employee ensures the smooth operations of financial functions and compliance with CI’s financial and /or donor reporting policies and requirements. In field programs, the Finance Manager typically oversees the efficient management of a variety of accounting, finance and payroll functions as assigned.

    The Finance Manager generates standard and ad-hoc financial reports and ensures the accuracy, integrity, and timeliness of all financial information. The employee oversees internal and donor financial reporting processes including managing the budget, revenue and cash projections, donor financial compliance and audit follow-up. The Finance Manager serves as the primary point of contact for cost center managers regarding financial processes and reporting. S/he works closely with division and HQ finance staff to ensure financial best practices are followed.

    As directed, the Finance Manager provides ad-hoc analysis and forecasts to help management identify and secure new funding streams. The employee must multitask, prioritize, and meet deadlines in a fast-paced environment.

    This position supervises staff. Duties are performed under general direction.

    RESPONSIBILITIES

    Financial Reporting and Analysis

    • Prepare and generate monthly, quarterly and periodic financial reports. Review results with senior management.
    • Review financial data and transactions to ensure the accuracy of financial reports. Ensure compliance with reporting standards, CI policies and donor/partner requirements.
    • Manage the internal revenue allocation process, ensuring CI’s financial systems accurately reflect agreed upon allocations.
    • Payroll processing and statutory deductions management.
    • Review monthly reconciliations of the general ledger, subsidiary ledgers and related financial accounts. Work with division and/or HQ staff to resolve differences.
    • Prepare donor statements and reports for management review prior to release to fund managers, external partners, key donor and related stakeholders.
    • Monitor and project cash balances for all relevant donor programs.
    • Function as a direct liaison with Cost Center Managers and HQ Finance on financial, time reporting and budgetary processes.
    • Provide ad-hoc analysis and projections in support of new funding streams/opportunities, long-range financial plans and revenue campaigns.
    • Respond to ad-hoc analysis requests.

    Budget Management

    • Manage and coordinate the annual budget process. Serve as the primary point of contact for the budget process. Provide training, instructions and hands-on guidance as needed.
    • Ensure financial/budgetary systems are kept up-to-date. Generate budget vs. actual comparisons and provide trend analysis.
    • Facilitate timely and complete inputs from cost center managers to ensure the ongoing accuracy of the department budget. Update projections as appropriate.
    • Act as the gatekeeper for budget expenditure requests. As authorized, approve procurement and related expenditures requests.

    Financial Oversight

    • In field programs, oversee the efficient management of accounting, finance and payroll functions as assigned. Ensure compliance with internal and external requirements and standards.
    • Financial/Grant Systems Management and Training
    • Provide on-going support for periodic system updates.
    • Support training department staff and other users on using the financial system, navigating system upgrades and generating end-user reports, etc.
    • Oversee donor/grant recording/registration. Ensure that all donor agreements, amendments, and incoming revenues are properly recorded.

    Other Duties

    • Assist management in responding to internal/external audit questions and requests for information.
    • Perform other related duties as assigned.

    PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

    • Supervises up to three lower level employees.
    • Manages an individual budget. Decisions that bind or commit CI are approved by immediate supervisor.
    • Responsible for managing some public or private funds, monitoring results, and recommending follow-up action. Reviews for understanding and compliance with donor agreements.

    WORKING CONDITIONS

    • Typical office environment. May need to work beyond normal work hours to meet reporting deadlines.
    • Up to 10% travel time.

    QUALIFICATIONS

    Required

    • Bachelor’s degree in Business, Accounting, Finance, or related field.
    • CPA.
    • 6-8 years of experience in financial management, reporting, and budget oversight, including several years in a non-profit setting.
    • Up to 2 years of experience supervising staff and managing and motivating others.
    • Sound understanding of accounting principles, processes and standards.
    • Proved experience in local tax, labor and associated laws.
    • Experience with accounting and financial reporting systems.
    • Advanced Microsoft Excel skills.
    • Strong analytical skills. Skilled in generating detailed analyses and communicating financial information to a broad audience.
    • Attention to detail, highly organized, ability to prioritize and multitask and meet deadlines in a fast-paced environment.
    • Ability to maintain a positive attitude, service focus, and work independently and as part of a diverse team.
    • Foreign language fluency a plus (especially French).
