The county has a rich history and folklore that makes it a favourite for cultural tourism. It was originally known as Chich Onuno (Onuno’s market) but it was renamed to Homa Bay by colonialists in 1925 because it was overlooking the then Huma Hills in Karachuonyo. Visitors from overseas pronounced Huma as 'Homa' and the residents adopted the name Homa Bay. Administratively, Homa Bay County has eight constituencies which also serve as Sub County administrative Units- Mbita, Ndhiwa, Homa Bay Town, Rangwe, Karachuonyo, Kabondo, Kasipul and Suba.

Guiding Project management teams and committees
Guiding tender evaluation committees on bills of quantities and engineer’s estimates
Supervising construction of agricultural projects and structures
Supervising soil and water conservation
Advising on farm power and mechanization
Advising on irrigation and drainage programmes
Advising on Designing Agricultural machinery, plants structures, components and equipment
Advising on installation and testing of agricultural machinery and equipment
Advising on Designs food processing plants and operations
Designing structures of storage
Providing advice on water, quality and issues related to managing pollution, rivers bank protection and use of water resources
Resource mobilization for the section
Developing Bills of quantities and engineer’s estimates for projects
Coordinating Networking and creating partnerships with other stakeholders
Preparing reports and briefs for projects status
Participate in preparation of the Annual work plan and budget
Ensuring projects implementation according to approved budgets and plans.
Preparing and reviewing all Bills of works for contracts to be awarded to vendors of goods and services related to Agriculture, Irrigation, Environment, Livestock and fisheries projects.
Preparing terms of reference s for project’s surveys, evaluation and review evaluation reports.
Qualifications
Must be a Kenyan citizen
Hold a Bachelor of Science in Agricultural Engineering or any other Engineering related field
Be registered by Institute of Engineers of Kenya (IEK) or Engineer’s Board of Kenya (EBK)
Must have at least 3 years’ experience in similar work
Good design and visualization skills, AutoCAD, Google Earth, GIS and other design tools will be an added advantage
Computer literate with knowledge on related Computer packages
Possess Proposal development skills,
Good Communication skills,
To have resource mobilization skills.

Successful applicants are expected to get clearance from the following bodies.

Ethics and Anti-Corruption Commission (EACC)
Directorate of Criminal Investigation (DCI)
For those with higher education certificates (degrees) from outside Kenya, a letter of recognition of qualifications from the Commission of University.
