Purpose of consultancy
To provide technical expertise to the clinical management and operations team to implement and perform different activities.
Deliverables
Deliverable 1: Provide technical expertise to the development of disease specific operational and optimized support care guidance.
Disease specific guidance will include:
- Clinical and nursing standards of care.
- Standard Operating Procedures (SOPs).
- Facility Checklists.
- Medical supply checklists.
- Tools to monitor consumption of required medicines, supplies and equipment.
- Data management including case report forms (CRF) and patient level documentation tools.
- Disease specific care pathways and algorithms.
Deliverable 2: Provide technical expertise in the development of clinical and nursing quality improvement indicators:
- Contribute to scoping review on quality of relevant clinical management assessment tools and quality improvement in outbreak response.
- Contribute to Delphi process to decide on items and domains of the assessment.
- Contribute to Delphi results synthesis.
- Coordinate publication and dissemination of final indicators.
Deliverable 3: Provide technical expertise in the development, coordination, and implementation of expanded access protocols (monitored emergency use of unregistered interventions) in emergency contexts, responsibilities will include:
- Protocol development.
- CRF development data management.
- Communication with WHO Ethics Review Committee.
- Coordination with regional and countries implementing expanded access protocols.
- Deliver and coordinate site training for data management, data sharing and reporting.
- Communication with Data Management Committee.
- Coordination on logistics and supply requirements for the protocol implementation with headquarters teams, regions and countries.
Deliverable 4: Develop and disseminate disease specific training and material development for health workers:
- Contribute to the training material development.
- Coordinate the editorial and design processes of the training material in line with WHO style guide and publication standards.
- Participate in training delivery and /or dissemination planning.
Deliverable 5: Provide clinical and coordination expertise to active health emergencies:
- Flexibility for response deployment as required.
- Support Partner coordination.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- An advanced university degree in public health, research, or related field combined with a university degree in nursing, health science or related field.
Experience
Essential:
- Over 10 years of relevant experience in senior nursing or coordination management roles in disease outbreak settings inclusive but not exclusively VHF, Arboviruses, COVID-19 and Cholera.
- 10 years of experience in complex humanitarian emergencies.
- Research experience (clinical research and or clinical trials).
- Experience in development of materials and trainings for health workers.
- Demonstrated experience with developing and implementing quality improvement processes in healthcare settings.
- Medical data management experience in emergency settings.
- Medical supply planning experience.
Desirable:
- Previous experience with WHO.
