    Consultant - Learning Design and Evaluation

    Purpose of consultancy

    To design health emergency learning to systematize the exchange of information about learning and training activities, outcomes and partnerships

    Deliverables

    Deliverable 1: Development of Frameworks- Expected by end of month 3.

    • Activity 1.1: Develop evidence-based frameworks on learning design and evaluation to meet WHE and LCD learning framework goals.
    • Activity 1.2: Develop guidelines and toolkits that bridge research and practice. 
    • Activity 1.3: Create guidance on development and implementation of Monitoring, Evaluation, Accountability and Learning approaches and tools.

    Deliverable 2:  Research and Evaluation Expected by end of month 7.

    • Activity 2.1: Research and analyze pre-existing practices in LCD and OpenWHO to ensure alignment with new evidence-based practices and WHE goals for capacity building.
    • Activity 2.2: Build a strategic plan and logic model to assess the effectiveness and efficiency of OpenWHO and LCD’s guidance on health emergencies and humanitarian crises.
    • Activity 2.3: Perform process and outcome evaluations and generate reports.
    • Activity 2.4: Develop surveys and focus group questions for the evaluation exercise.
    • Activity 2.5: Write and publish research papers to inform internal and external parties of best practices, barriers, and enablers of learning in health emergencies to improve response and preparedness.

    Deliverable 3:  Learning Transfer Expected by end of month 11.

    • Activity 3.1: Develop a learning transfer toolkit and sample rubrics for community, technical teams (subject-matter experts), and internal LCD unit to improve learning design practices.
    • Activity 3.2: Outline recommendations to increase learning transfer of OpenWHO courses and application of learned skills within local contexts.
    • Activity 3.3: Identify and implement optimal mechanisms for outreach to health care professionals.
    • Activity 3.4: Write and/or co-author articles on training for health professionals on Linkedin and other channels.

    Educational Qualifications:

    Essential:

    • Advanced university degree in Education or Learning Technologies or other relevant field. 

    Desirable: 

    • A complementary education degree, qualification or training in any of the above-mentioned fields.

    Experience

    Essential:

    • Over 8 years of relevant experience in learning and training domain.
    • Experience working at the international level.
    • Extensive experience in public health instructional design, e-learning, and learning facilitation/ delivery.

    Desirable:

    • Experience in health emergency response and incident management.

    Skills/Knowledge:

    • Strong skills in research and evaluation.
    • Strong skills in learning design for a broad range of audiences.
    • Strong knowledge of online and virtual learning technology.
    • Strong writing skills.
    • Excellent team player.
    • Stays calm and focused under high pressure and tight time constraints.
    • Excellent attention to detail.
    • Proven knowledge and skills in WHO health emergencies learning.
