    Consultants – Cancer Control

    Purpose of consultancy

    To provide technical expertise to the cancer programme e.g., to report on work streams, to organize events, briefings and to prepare proposals; to enhance communication with partners and to coordinate the analysis, consolidation and dissemination of information on WHO cancer team activities.

    Background  

    The Department of Non-communicable Diseases (NCD) is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The department assist and support regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The objective of the cancer and NCD programme is to support implementation of WHO mandates related to cancer management, including strengthening of WHO global cancer initiatives through an integrated approach, political engagement and promoting multi-sectoral participation and synergies and by accelerating progress through innovation and research.

    Deliverables

    Deliverable 1: Contribute to coordination and implementation of activities for WHO cancer team including by preparing communication material for WHO offices and partners. 

    • Deliverable 1.1: Prepare project and/or grant management reports on annual basis or as specified.
    • Deliverable 1.2: Meet regularly with members of WHO cancer team to review and update draft work plans.
    • Deliverable 1.3: Participate in technical meetings and discussions, including involvement in meetings with other NCD teams and departments. 
    • Deliverable 1.4: Prepare project proposal documents for work streams in line with WHO 13th Global Programme of Work and planned Technical Products.

    Deliverable 2: Contribute to technical products and communication with strategic partners.

    • Deliverable 2.1: Participate in technical meetings and discussions regarding the WHO Technical Product, including the design and finalization of products in cooperation with WHO colleagues.
    • Deliverable 2.2: Review WHO technical products in the areas of cancer. 
    • Deliverable 2.3: Coordinate technical feedback from expert rosters involved in WHO cancer and other NCD initiative.
    • Deliverable 2.4: Disseminate selected WHO technical products in cancer through social media, webinars, trainings, and other creative means. 
    • Deliverable 2.5: Contribute to writing and/or editing relevant sections in eligibility criteria relevant to cancer and other NCDs. 
    • Deliverable 2.6: Participate in technical meetings and discussions.

    Deliverable 3: Prepare and organize meetings and report outputs. 

    • Deliverable 3.1: Organize relevant meetings including drafting of concept note, agenda and engagement of participants.
    • Deliverable 3.2: Dialogue with experts/meeting participants in meeting preparation and outputs. 
    • Deliverable 3.3: Participate in technical meetings and discussions. 

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Band level A: First university degree in medicine and/or public health.
    • Band level B: Advanced university degree in medicine and/or public health.

    Desirable:

    Degree or credentials in public health or public policy, degree or credential in cancer-related fields, training in project management.

    Experience

    Essential:

    • Band level A: From 3 to 5 years of relevant experience in cancer and public health. 
    • Band level B: Over 5 years of relevant experience in cancer and public health.

    Desirable:

    • Professional experience in public health or related sector.
    • Work experience in developing countries. 
    • Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.

    Skills/Knowledge:

    • Demonstrated expertise of working in a high-level environment at an international level.
    • Expertise in supporting the organization of consultations and meetings.
    • Ability to conduct research, collect information and synthesize information.
    • Excellent writing skills in English, including for technical and general audiences.
    • Excellent interpersonal and communication skills.
    • Ability to work independently and collaboratively.
    • Familiarity with the WHO environment and practices.
