    MOH MNH Technical Advisor

    Artemis Outsourcing Ltd is a regionally focused multidisciplinary consulting firm providing technical assistance in Human Resource Management. Our client in the NGO sector is seeking to engage a Technical Advisor to provide strategic, technical and coordination support to the Director of Family Health to strengthen RMNCAH leadership, coordination and programme implementation, including the EWENE Acceleration Plan and RRI, and accelerate improved maternal, newborn, child and adolescent health outcomes.

    Period: October  2026 – March 2027

    Reporting to: Director of Family Health

    Background

    • The Directorate of Family Health in the Ministry of Health provides strategic leadership and coordinates implementation of national programmes across reproductive, maternal, newborn, child and adolescent health
    • (RMNCAH), as well as other priority areas.
    • Its mandate includes development and implementation of policies, standards and guidelines, strengthening county capacity and service delivery, partner coordination, monitoring and evaluation, commodity security, resource mobilization and operational research.
    • Given the breadth of this mandate and the need to strengthen coordination and implementation of national priorities, the Director of Family Health requires additional strategic, technical and analytical support.
    • This is particularly important as the Ministry works to accelerate progress under Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan and Rapid Results Initiative (RRI).
    • The Technical Advisor will support the Director in translating priorities into action, strengthening coordination between national and county levels, following up on key commitments, supporting partner engagement and using programme information to inform decision-making and improve performance.

    Objectives, Purpose & Expected Results

    • The purpose of the role is to provide strategic, technical and coordination support to the Director of Family Health to strengthen RMNCAH leadership, programme implementation, coordination and oversight, with particular focus on the implementation of Every Woman Every Newborn Everywhere (EWENE)Acceleration Plan and Rapid Results Initiative (RRI).
    • The Technical Advisor will support the Director in translating national priorities into action, strengthening coordination across national and county levels, supporting policy and programme processes, following up on key commitments and using programme information and evidence to inform decision-making. The assignment will also support engagement with development partners, professional associations, county governments and other stakeholders to improve alignment and follow-through of RMNCAH priorities.
    • The Technical advisor is expected to contribute to stronger programme leadership and coordination, improved implementation of RMNCAH priorities, strengthened follow-up and accountability for EWENE/RRI commitments, and better use of data and evidence for decision-making. Through this support, the Directorate will be better positioned to accelerate progress towards improved maternal, newborn, child and adolescent health outcomes.

    Description of the Assignment

    The Advisor is expected to contribute to the following results:

    • Strengthen strategic and executive support to the Director of Family Health, including improved coordination of priority engagements, preparation of briefing notes, speeches and high-level submissions, maintenance of action trackers, and timely follow-up of key decisions and commitments.
    • Accelerated implementation of Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan and Rapid Results Initiative (RRI), with strengthened coordination, performance monitoring and accountability for priority interventions aimed at reducing maternal deaths, neonatal deaths and stillbirths.
    • Strengthened leadership, governance and accountability for RMNCAH programmes at national and county levels, including improved strategic planning, programme oversight, financing discussions, performance reviews and follow-up of national priorities.
    • Improved development, review and implementation of RMNCAH policies, strategies, guidelines, standards and operational tools, ensuring alignment with national priorities and relevant global commitments.
    • Strengthened coordination and alignment among the Ministry of Health, county governments, development partners, professional associations and other stakeholders, including better alignment of investments, resource mobilization and follow-up of RMNCAH priorities.
    • Improved quality of care and strengthened health systems for RMNCAH, including strengthened capacity building, mentorship, supportive supervision, quality improvement initiatives, MPDSR implementation and frontline maternal and newborn health services.
    • Strengthened coordination and availability of priority RMNCAH commodities, including improved identification and follow-up of supply chain bottlenecks and actions to reduce stock-outs of essential maternal and newborn health commodities.
    • Strengthened use of data and evidence for RMNCAH decision-making, including improved monitoring, dashboards, programme reviews and performance tracking against key RMNCAH indicators and EWENE/RRI priorities.
    • Strengthened representation and follow-up of the Directorate in strategic engagements, including national technical working groups, high-level meetings, partner forums and other stakeholder engagements, with timely documentation and follow-up of agreed actions and commitments.

    Deliverables

    The Advisor is expected to deliver the following during the assignment:

    • Inception report and workplan outlining the approach, priorities and activities for the assignment – within one month of deployment.
    • Strategic and technical support to the Director of Family Health in the coordination and oversight of priority RMNCAH programmes and activities – throughout the assignment.
    • Support to implementation of the EWENE Acceleration Plan and RRI, including coordination, performance tracking, follow-up of commitments and addressing implementation bottlenecks – throughout the assignment.
    • Support to RMNCAH policy, strategy and programme processes, including technical inputs, programme reviews, quality improvement and health systems strengthening – throughout the assignment.
    • Strengthened coordination with counties, partners and other stakeholders, including follow-up of agreed actions and commitments – throughout the assignment.
    • Support to data, performance monitoring and use of evidence to inform programme oversight and decision-making – throughout the assignment.
    • Final report summarizing key achievements, lessons learned, outstanding issues and recommendations

    Reporting Requirements

    The Advisor will submit the following reports and documentation during the assignment:

    • Inception Report – submitted within one month of deployment.
    • Monthly Progress Reports – summarizing activities undertaken, progress against the workplan, key achievements, challenges and actions requiring follow-up.
    • Minutes/Records of Meetings – prepared and submitted as appropriate for key meetings and engagements supported by the consultant.
    • Mission Reports – submitted following missions undertaken as part of the assignment.
    • Technical Reports/Briefs – prepared and submitted as required for specific technical assignments or requests from the Director of Family Health.
    • Final Report – submitted at the end of the assignment, summarizing the overall work undertaken,
    • Advanced degree in Public Health, Medicine, Epidemiology, Health Systems, Global Health, Health Policy or a related field. A master's degree in Obstetrics and Gynaecology or Paediatrics and Child Health will be an added advantage. achievements, lessons learned, outstanding issues and recommendations.

    Location and Duration

    • The Technical Advisor will be based at the Directorate of Family Health, Ministry of Health Headquarters,
    • Nairobi. The assignment will require regular travel within Kenya to support national and county-level programme implementation, technical supervision, stakeholder engagement, performance reviews and monitoring of priority RMNCAH interventions. The frequency and duration of travel will be determined by programme needs and approved by the Director of Family Health.

    Required Qualifications and Experience

    The Technical Advisor should have:

    • At least 10 years of progressive experience in public health programming, policy development, health systems strengthening or RMNCAH implementation.
    • Demonstrated experience working with national or county government health systems in LMIC.
    • Experience in policy, strategy, guideline development, programme review, evidence synthesis or technical advisory work.
    • Experience in partner coordination, technical working groups or multi-stakeholder processes.
    • Strong analytical, writing, facilitation, communication, coordination and follow-up skills.
    • Experience with monitoring and evaluation, routine health data, dashboards or programme performance review.

    Desirable experience:

    • Experience providing strategic or technical advisory support to senior government leadership, particularly
    • within the Ministry of Health or county governments, will be an added advantage. Additional desirable experience includes leading or coordinating national RMNCAH programmes; supporting policy reform and health systems strengthening; coordinating multi-sectoral and multi-partner initiatives; resource mobilization
    • and investment case development; donor-funded programme management; and facilitating high-level technical consultations, policy dialogue and national planning processes. Experience supporting evidence-informed decision-making, programme performance reviews and implementation of large-scale health sector initiatives will be an asset.
