    Data Capacity Building Manager (USAID/GHRC)

    • ME&A is seeking an experienced Data Capacity Building Manager for inclusion in our proposal for the USAID\/Global Health Risk and Capacity (GHRC) Activity. The purpose of this activity is to provide services to USAID health programs in support of the Agency's goals around localization.

    This is a full-time position contingent upon the successful award of the activity.
    Responsibilities

    • The\u202fData Capacity Building Manager provides technical leadership in data analysis and ensures important data elements are captured, analyzed, and used to answer complex performance monitoring, evaluation, and research questions. The Data Capacity Building Manager also provides support in strengthening the capacity of USAID local health partners (both government and non-governmental) in analyzing data for informed decision making. This position will support data conceptualization for qualitative and quantitative analyses; perform data cleaning, analytics, and data visualization; summarize and present findings and recommendations; and provide training and mentoring to stakeholders. S\/he will support theory of change logic models, including review of outcomes, entry points, interventions, and underlying assumptions, and support the preliminary review of datasets for integrity.

    Qualifications
    Education + Experience Requirements

    • At least eight (8) years of experience in qualitative and quantitative data collection and analysis, preferably in Kenya or the East Africa region.
    • A Master's degree or higher in computer science, statistics, sociology, epidemiology, economics, international development, or related field. A Bachelor's degree plus additional work experience will be considered in lieu of a Master's.

    Other Required Experience
    All applications and CVs must be submitted in English.

    • Experience working with USAID, including coordination and facilitation of MEL capacity building initiatives.
    • At least five years of experience developing data collection instruments and data management systems.
    • Experience conducting data analysis for USAID-funded programs.
    • Experience in data visualization and reporting software such as Tableau and ArcGIS.
    • Experience in developing decision support systems and tools.
    • Expertise in mentoring and coaching stakeholders in the use of data and data visualizations for decision making.
    • Experience assessing stakeholder capacity and developing corresponding capacity development plans is preferred.
    • Experience in a multi-country program environment is preferred.
    • Demonstrated capacity to manage complex projects to provide demand-driven services.
    • Excellent English oral and written communication skills.
    • Demonstrated leadership and interpersonal skills, including strategic thinking and planning, presentation, reporting, and managing high-performing teams.

    Desired Experience

    • Knowledge of USAID MEL and CLA systems, tools, guidance, and policy.
    • Advanced knowledge of the principles and practices of program evaluation and research design and modeling.
    • Ability to establish and maintain effective working relationships with counterparts and partners.
