    Data Specialist, OVC and DREAMS

    PATH Kenya, under the USAID Nuru ya Mtoto project seeks to recruit a Data Specialist to be based in Homabay, Kenya. The data specialist will provide leadership in data analytics and data quality at all data points, processing, in-depth data analysis and managing the CPIMS, DREAMS and project database (PRISM). Provide technical assistance in Data extraction, analysis, and utilization from CPMIS and DREAMS databases. Further, provide support for PRISM configuration for USAID Nuru Ya Mtoto data tables and other data sets that are not entered into CPMIS or DREAMS databases. He/she will support the digitization of other data collection tools used in DREAMS and OVC programs.

    Required Skills and Experience

    • Provider oversight in all aspects of data management including designing of data collection instruments; maintaining project databases, CPIMS and DREAMS databases.
    • Planning and conducting data analysis, interpretation, and dissemination ensuring availability of data for routine monitoring and quality improvement to LIPs, staff, and other stakeholders
    • Develop live data visualization dashboards to promote data demand and information use at LIP and project level.
    • Work with M&E Advisor to develop and implement a capacity building plan for LIPs, project M&E staff and DCS to standardize data quality assurance mechanisms including indicator definitions, data quality audits, data extraction& synthesis, data flow and ensure adherence to donor reporting requirements.
    • Ensure data quality through data validation checks, including discrepancy/inconsistency checks, real-time data monitoring and data cleaning in project databases, CPIMS and DREAMS databases. Conducting variance analysis to ensure data concordance between client databases- CPIMS and DREAMS and the reporting platform-DATIM
    • Work closely with the HIS lead to customize digital solutions for prioritized project data collection tools for preventive data, HES while ensuring compliance to national HMIS policies and interoperability with existing national and project systems.
    • Support the development and operationalization of a digital data management system and beneficiary tracking and graduation system and database for OVC and AGYW
    • Guided by MEL specialist, represent Nuru Ya Mtoto project and participate in data management technical working groups including CPIMS technical working group.
    • Generation of project level weekly, monthly, quarterly, semiannual, and annual progress data tables for all indicators.
    • Generation of CPMIS and DREAMS database LIP and project level weekly data quality reports for all indicators and provide technical guidance in strategies for improving the quality of data.
    • Configure project PRISM database for entry of ad hoc data entry requests and respond to data requests from the donor and project technical team in a timely manner.
    • Assist in writing guidelines/SOPs for data management and analysis for building the capacity of project staff in data management including analysis and use.

    Required Experience

    • Minimum, a degree in Statistics, Mathematics, biostatistics, epidemiology, or information systems. A master’s degree will be an added advantage.
    • A minimum of 5 years’ experience direct data management for health projects particularly HIV, OVC and DREAMS.
    • Working knowledge of CPIMS, DREAMS, DATIM, PEPFAR reporting systems and DHIS2
    • Experience managing large and complex data sets.
    • Strong proficiency in Microsoft Excel (Pivot tables, Dashboards, Power pivots, advanced excel formulas, conditional formatting)
    • Excellent knowledge of data visualization and business intelligence software like QGIS, ArcGIS, Tableau and Power BI
    • Demonstrable knowledge of STATA and/or other statistical analysis package (SAS, SPSS, R)
    • Knowledge of and interpretation of MER indicators in HIV/AIDS (OVC, DREAMS)
    • Proven experience and familiarity with MOH/GOK EMR and other electronic data systems.
    • High level ICT skills, knowledge of database design and programming (in Access, SQL).
    • Experience in using mobile data collection software such as Kobo collect, ODK, COMM care, I-form.
