    Deputy Director, Finance and Accounts

     JOB REF No. DDFA/015/25

    Job Specifications

    Duties and responsibilities at this level will entail: -

    • Overseeing the development, implementation and reviewof financial and accounting policies, standards, regulations and procedures;
    • Overseeing effective financial management to ensure adherence toapplicable laws, policies and procedures;
    • Spearheading the disbursement of grants, donations or endowments made to the Fund or any other monies lent in respect of the Fund;
    • Ensuring maintenance of proper books of accounts;
    • Keeping custody of accountable documents;
    • Overseeing the preparation of periodic management and annual financial accounting reports;
    • Coordinating cash planning;
    • Coordinating the management of budgeting and other financial information, which includes coordination and rationalizationof estimates, annual appropriation, fund accounts, cash flowcontrol andcost analysis;
    • Spearheading the development and implementation of the division’s budgets, performance contracts and staff performance appraisal;
    • Ensuring compliance with principles of good governance, transparency, accountability, ethics and integrity; and
    • Managing and developing staff in the division.

     Person Specifications

    For appointment to this grade, a candidate must have: -

    • Served for a cumulative period of ten (10) years, four (4) of whichshall be in a management position;
    • Bachelor’s degree in any of the following disciplines: - Commerce(Accounting option), Finance, Economics, Business Management(Accounting option) or equivalent qualification froma recognizedinstitution;
    • Masters degree in any of the following disciplines: - Commerce(Accounting Option) Finance, Economics, BusinessAdministration(Accounting Option) or equivalent qualificationfromarecognized Institution;
    • Passed Part III of the Certified Public Accountants (CPA K) examinationor equivalent qualification from a recognized institution;
    • Certificate in Leadership/Governance course froma recognizedinstitution;
    • Membership with a relevant professional body in good standing;
    • Met the requirements of Chapter six of the Constitution; and
    • Demonstrated professional and Managerial competence in financeandaccounts function as reflected in work performance and results
