    Deputy Director for Science

    HJFMRI is seeking  to recruit a Deputy Director for Science  for an anticipated U.S. Centers for Disease Control and Prevention (CDC) cooperative agreement for Advancing Public Health Research in Kenya. The purpose of the consortium is to conduct and/or facilitate epidemiologic studies and surveillance, clinical research, clinical trials, laboratory, and operations research on infectious diseases, non-communicable diseases, and environmental health in Kenya to better understand disease burden, risk factors, and effective interventions to influence policy and decrease morbidity and mortality.

    Job Summary

    The Deputy Director for Science will be  responsible for the oversight of research and administrative core activities which support HJFMRI’s Consortium for Advancing Public Health Research in Kenya (HJFMRI Consortium) as funded by the U.S. Centers for Disease Control and Prevention. The purpose of the consortium is to conduct and/or facilitate epidemiologic studies and surveillance, clinical research, clinical trials, laboratory, and operations research on infectious diseases, non-communicable diseases, and environmental health in Kenya to better understand disease burden, risk factors, and effective interventions to influence policy and decrease morbidity and mortality.

    The incumbent will coordinate research and monitoring activities among the consortium members, the Government of Kenya (GOK) and other participating institutions/labs in the areas of infectious and non-infectious disease and epidemiology/surveillance. In this capacity the incumbent will integrate consortium members, GOK participating institutions, and other collaborators into a cohesive team to meet research objectives and award deliverables. The incumbent will directly supervise and support elements of the team to ensure deliverables regarding lab development, capacity building and operations are met. Although direct supervision of protocols is vested in the consortium and GOK facility PIs, it is expected that the incumbent will closely support protocols and publications. In particular, the incumbent will work closely with the consortium’s PIs to support their research efforts and contribute to the strength of the science and translation of the work for public consumption and for application to local/national policy. The incumbent will be responsible for the management of the performance of consortium sub awardees focused on executing the research under this cooperative agreement, overseeing the execution of the management plan and serving as a key point of contract to the funding agency on many technical matters of the award.

    Responsibilities:

    • Represents the technical research components for the HJFMRI Consortium with the GOK, partnering research institutions, other international and domestic governmental and non-governmental partners including the funder, HJFMRI Home Office staff, and civil society and private industry where appropriate.
    • Contributes to the development of and directs the technical components of execution and monitoring of a management plan under the HJFMRI Consortium and in related research and development activities with a focus on capacity building of the GOK research institutions.
    • Supports the development and management of the broader scientific effort of the consortium in alignment with the funder’s requirements.
    • Participates, as required, in the development of research protocols in accordance with the objectives of the HJFMRI Consortium’s cooperative agreement covering infectious and non-infectious disease research and epidemiological studies.
    • Participates in and monitors the submission and continuing review of clinical research protocols with all applicable Institutional Review Boards (IRB) and regulatory bodies, and other relevant international and domestic agencies and collaborative partners.
    • Coordinates with the members of the HJFMRI Consortium to train and support research personnel as needed. In this capacity, the incumbent is also responsible for ensuring key deliverables in research administration in staffing, training and management of the project management staff.
    • As required or directed, assists investigators with the analysis, presentation and publication of scientific papers and research and for presentation at local, national and international meetings.
    • Monitors and evaluates the quality and appropriateness of clinical development activities and execution of research.
    • Directly responsible for monitoring of sub awardee performance and research budgets and serves as the lead technical POC for activities under this award to the sponsor to include reviewing and validating all award reports and deliverables to the sponsor. Responsible for all technical elements of relevant program status reports to the consortium and funder of clinical research programs/studies.
    • Maintains clinical currency and other technical proficiency required for credible execution of duties.

    Minimum Required Qualifications:

    • MD and/or PhD in related scientific field
    • At least 10 years directly related research and management experience
    • Knowledge of complex clinical, preclinical and scientific procedures and experiments; ability to take initiative and develop new protocols; excellent interpersonal and communication skills.
    • Experience working with government research institutions and ministries, in Kenya preferred.
