Job specifications

Duties and responsibilities at this level will include but not limited to:

1. Formulating, implementing, and reviewing the Authority’s policies, plans and ICT strategies;
2. Reassessing and redefining the Authority’s wide standards in hardware, software and ICT services;
3. Coordinating systems development;
4. Undertaking feasibility studies for ICT Projects
5. Preparing progress report of the systems development;
6. Evaluating systems and ensuring adherence to established ICT Standards;
7. Planning, monitoring and evaluating program/activities within an Information Communication Technology;
8. Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment;
9. Evaluating hardware maintenance feasibility studies and detailed specifications before implementation.
10. Coordinating the implementation of the department’s strategic plan and realization of its objectives;
11. Overseeing the implementation of performance appraisal systems and contracts;

• Ensuring accountability and prudent management of resources and assets and
• Ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity.
• Training, Developing, supervising & appraising staff in the department

 Requirements for appointment

For appointment to this grade a candidate must have; -

1. Master’s degree in any of the following disciplines: - Information Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
2. Bachelor’s degree in any of the following disciplines: - Information Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
3. Certificate in any of the following field: - MCSE/MCITP (Microsoft Certified Systems Engineer/ Microsoft Certified IT Professional) or CCNA/ N+ (Cisco Certified Network Associate/Network+);
4. A minimum period of twelve (12) years in relevant work experience and at least four (4) years in a management role in the Public Service or Private Sector;
5. Leadership course lasting not less than four (4) weeks from a recognized institution;
6. Good Communication skills
7. Shown merit and ability as reflected in work performance and results.
8. Fulfilled the requirements of chapter six of the Constitution.
