Job Description
Duties and Responsibilities entail:

• Formulate departmental work plans so as to ensure effective and efficient delivery of information resources and services.
• Develop policies, guidelines, rules and regulations to ensure the division fulfils its mandate to be a source of enduring knowledge accessible to all library users in the institution.
• Implementation of any changes in internationally agreed codes for information retrieval and dissemination;
• Monitor and evaluate the performance of the department through planning, directing and coordinating all activities of the library
• Selection and purchase of information and other research materials in consultation with professional researchers.
• Prepare annual, quarterly and mid-term reports on the department’s performance so as to ensure that the department meets its obligation to its patrons, to other institutions, as well as financial obligations.
• Acquire information materials or resources on request by user departments so as to ensure all departments in the institution have up to date information.
• Approve departmental staff leave in a coordinated and timely fashion for the Senior Librarian, Librarians and Library Assistants.
• Train and induct staff on their expected duties and responsibilities in the library through explanation of the use of library facilities, resources, equipment and services as well as provision of information about library policies.
• Supervise technical aspects including classification, cataloguing and abstracting to ensure ready availability of information resources
• Review and evaluate materials, using book reviews, catalogues, faculty recommendations, and current holdings to select and order print, audio-visual, and electronic resources.
• Supervise library staff.
• Developing and reviewing policies and procedures for the division.

Person Specifications

• Bachelor’s Degree in Library and Information Science Management or its equivalent from a recognized institution
• Master’s Degree in Library and Information Science Management or its equivalent from a recognized institution
• Fifteen (15) years relevant working experience five (5) of which must be in a management position
• A leadership course lasting not less than four (4) weeks
• A member of professional body where applicable
• Computer proficiency skills
• Demonstrated results in work performance
• Meet the requirement of Chapter six (6) of the Constitution.
