    Director Finance and Accounts

     NKPCU/HRM/10/2024

    • Terms of Service: Five (5) Years Contract
    • (Renewable subject to performance and retirement age)
    • Salary Scale: Kshs.237,137(Minimum) – Kshs. 363,887(maximum)
    • Other remunerations: Based on prevailing Government guidelines
    • Reporting to Managing Director

    Duties and Responsibilities:

    • Provision of effective management of public finances and use of funds by ensuring operations are carried out within the existing financial management legal frameworks;
    • Advising management on all matters relating to finance and accounting;
    • Developing budget formulation reports;
    • Monitoring of accounts payables and receivables;
    • Cash flow management;
    • Designing monitoring and supervising the implementation of internal controls to safeguard the property and assets of the Company;
    • Ensuring compliance with all statutory obligations;
    • Developing long-term operating budgets and establishing proper monitoring and control systems and procedures;
    • Coordinating and preparing financial related proposals, reports and other submissions for consideration by the Management and Managing Director;
    • Develop and install sound accounting and financial management procedures aimed at improving financial performance and effective control and custody of the Company’s assets;
    • Provide professional leadership in the development and implementation of financial plans and budgets in-order to ensure efficient and cost-effective provision of services;
    • Coordinating implementation of audit recommendations;
    • Monitoring and review of programme implementation and taking corrective measures;
    • Systematic scheduling of expenditures to be consistent with the work plan;
    • Interpretation and implementation of financial regulations and procedures;
    • Ensuring compliance with the requirements for preparation and submission of management and financial reports;
    • Authorize Payments and identify suitable officer to process online payments;
    • Overall responsibility for managing risks associated with the Finance and Accounting function and advise on mitigation measures;
    • Representing the Secretariat in matters relating to Finance and Accounts through stakeholders’ engagements and forums;
    • Delivering presentations regarding proposed budgets to the Board Finance Committee, Treasury Officials and Donor Agencies to clarify financial estimates and gain support for projected budget needs;
    • Reporting on farmers trading account performance;
    • Signing farmers payment advice and statement of accounts; and
    • Ensuring timely disbursement and recovery of CCARF.

    Requirements:

    • At least fifteen (15) years’ work experience five (5) years of which should been at a management level;
    • Bachelors degree in any of the following disciplines: - Commerce (Accounting or Finance option), Economics, Business Administration (Accounting or Finance option) or any other equivalent qualification from a recognized institution;
    • Masters degree in any of the following disciplines: - Finance, Accounting, Business Administration, Economics, Commerce or its equivalent qualification from a recognized institution;
    • Certified Public Accountant (CPA (K)) or equivalent and relevant qualification from a recognized institution;
    • Member of the Institute of Certified Public Accountants of Kenya (ICPAK);
    • Certificate in a Management Course lasting note less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications;
    • Demonstrated professional competence in financial and accounting management; and
    • Fulfilled the requirements of Chapter Six of the Constitution.
