Director General at Kenya Roads Board

Job Purpose

The Chief Executive Officer (Director General) is the accounting officer and is responsible for providing strategic leadership and overall management of the Kenya Roads Board. The position entails administering the Kenya Roads Board Fund, overseeing the maintenance, rehabilitation and development of roads funded by the Fund, coordinating the optimal utilization of resources and advising the Cabinet Secretary on all matters related to the road sector. The Director General also leads the Fuel Levy Securitization Programme, the implementation of the Road Sector Investment Programme (RSIP), Road Inventory, Condition Surveys (RICS), Annual Public Roads Programme (APRP) and ensures the formulation and execution of policies and strategies that enhance road infrastructure efficiency and sustainability

Duties and Responsibilities
The successful candidate will be expected to:

• Oversee the management, coordination and financing of the national road network, ensuring maintenance and development in line with the approved Road Sector Investment Programme (RSIP).
• Determine the allocation of financial resources for road agencies based on approved investment programmes funded by the Fund.
• Oversee the securitization of a portion of Fuel Levy to meet the financing requirements of the road sector.
• Advise the Cabinet Secretary responsible for roads on matters related to road maintenance, rehabilitation and development funded by the Fund.
• Oversee the implementation and monitoring of the Annual Public Roads Programme (APRP).
• Coordinate the review of the Road Classification
• System and maintain the Kenya Road Register.
• Oversee the development and implementation of the roads management strategies.
• Lead the formulation and execution of policies, strategies and frameworks to enhance efficiency and accountability in the management of the Road Fund.
• Provide leadership in the development and implementation of KRB’s Strategic Plan and budgets.
• Oversee prudent financial management, investment and resource mobilization to ensure sustainability of the Fund.
• Manage human resources to ensure a motivated, professional and high-performing workforce.
• Foster innovation, good governance and integrity across all KRB operations.
• Serve as Secretary to the Board of Directors.
• Represent KRB in national, regional and international forums on road infrastructure and financing.

Qualifications for appointment

A person shall be qualified for appointment as the Director-General if that person—

• Has knowledge and at least ten years’ experience in a relevant field;
• Has served in a senior management position for a period of at least five years;
• Holds a degree in finance, accounting, law or engineering from a university recognised in Kenya or any other related field;
• Master’s degree from a recognized university;
• Holds professional qualification and membership to a professional body in good standing where applicable;
• Has undertaken a Leadership course from a recognized institution;
• Possesses knowledge and a clear understanding of the road sector;
• Demonstrates a clear understanding of local, national and international policies and regulatory frameworks governing the road sector;
• Satisfies the requirements of Chapter Six of the Constitution.
