    Emergency Response Manager

    JOB DESCRIPTION

    The Emergency Response Manager (ERM) will oversee the overall Kenya country emergency response programme, which is particularly focused on the ongoing drought. The ERM will contribute to coordination, quality response, management, and reporting of activities under NRC’s emergency programmes. The ERM will support and provide technical supervision of emergency response through both partnerships and mainstreamed into current programme teams in the field to respond to the current deteriorating drought-affected areas in Kenya. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with Area Managers, local partners, Head of Programme, and relevant programme and support departments, including safety and security

    The Emergency Response Manager will also act as the focal point for cash and market-based responses, primarily supporting with representation, providing technical backstop, facilitating harmonisation of approaches and methodologies across programmes.

    General Responsibilities

    • Adherence to NRC policies, guidance, and procedures;
    • Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines;
    • Overall oversight, strategic development, and operational management of emergency response interventions across the Country Office;
    • Ensuring that emergency responses are delivered in collaboration with and through local and national organisations;
    • Development of robust emergency set-ups based on appropriate needs analysis with an integrated programme approach;
    • Development of emergency response strategies and technical SOPs/guidelines;
    • Development and management of funding proposals, project budgets and donor reports;
    • Implementation of emergency response projects (including master support budget and coordinating input for donor proposals and reports, and resources deployment), in compliance with contractual commitments (i.e., quality, synergies, timeliness, use of resources);
    • Main focal point for development of emergency preparedness planning (EPP) and Minimum preparedness actions within the country operation;
    • Provide emergency specific input on CC strategies, Country Strategy, and Plan of Action.

    Specific Responsibilities

    Programme Development:

    • Provide and collate regular data on context analysis, early warning/ risk monitoring, trigger indicators, and minimum preparedness actions;
    • Ensure availability of up-to-date needs assessments to inform assessment and response design as well as implementation plan;
    • Responsible for providing timely and methodical updates regarding needs and trends specific to the drought in Kenya
    • Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate;
    • Support the consolidation as well as the enhancement of cash-based interventions and market-based approaches and contribute to the institutionalization of cash-based interventions and market based programmes though capacity building and interdepartmental engagement
    • Ensure safe programming principles are embedded in all drought and emergency responses

    Emergency Preparedness Planning

    • Responsible for an up-to-date emergency preparedness plan (EPP), reviewing of minimum preparedness actions on a regular basis in consultation with the Head of Programme, Area Managers, and relevant core competency staff;
    • Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions (MPA), operation capacity assessment and providing regular updates to CMG;
    • Contribute to the development of operational and programmatic contingency plans that respond to different emergency scenarios identified in the EPP;

    Programme Management:

    • Overall responsibility for effective and efficient coordination of the emergency preparedness and response projects consistent with the project management cycle (including reporting to the desired quality and standard);
    • Overall budget management for emergency projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;
    • Responsible for providing technical and implementation support and guidance to local partners, and developing capacity building plans as required;
    • Responsible for providing timely and methodical updates regarding humanitarian needs and trends specific to conflict and drought context;
    • Ensure monitoring, evaluation, and learning data is collected, analysed, included in NRC’s M&E and accountability systems;

    Logistics, Finance, and Human Resource Management:

    • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Emergency Response programming;

    Coordination and Representation:

    • Liaise and coordinate with UN and I/NGO partners, local authorities, local partners and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of operations;
    • Represent the RRM Consortium to external stakeholders - donors, government, coordination
    • Conduct senior representation at county and sub-county level and promote strong working relationships with government counterparts;
    • In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organisation is well accepted by communities.

    Generic professional competencies:

    • Degree in International relations, Political or Social Sciences, or any other relevant field
    • At least 4 years of relevant experience in programme development, management, and fundraising in the humanitarian sector
    • Knowledge and skills in cash-based programming and market analysis
    • Emergency Response expertise
    • Good understanding of donor rules and regulations
    • Proven skills and experience in report and proposal development and working with multiple donors
    • Fluency in English, both written and spoken
    • Proficient in MS Office applications, specifically Word and Excel

    Context/ Specific skills, knowledge and experience:

    • Experience working with/ in consortium start-ups and/or management;
    • Experience working in Emergency responses
    • Experience in needs assessment, project monitoring and evaluation, and programme development;
    • Strong planning, organizational and interpersonal skills.
    • Excellent analytical, presentation and reporting skills.
    • Ability to work independently on own initiative.
    • Ability to use Logical Framework Approach as a tool in project/program design and follow-up
