Health Administrative Officer at International Rescue Committee

Job Purpose/Objective

• An officer at this level will be deployed in a busy Level 3B Hospital and will be responsible for managing all administrative services. They will oversee and coordinate administrative functions to ensure efficient, compliant, and patient-centered service delivery in the facility, supporting clinical operations and strengthening overall performance in line with Ministry of Health standards.

Key Responsibilities:

• Oversee daily administrative operations of the hospital
• Develop and implement hospital policies and procedures in line with Ministry of Health (MOH) guidelines
• Manage hospital budgets, financial planning, and resource allocation
• Supervise administrative staff and coordinate HR functions including recruitment, training, and performance management
• Ensure compliance with government regulations, public service policies, and healthcare standards; 
• Coordinate procurement and supply chain management of medical and non-medical supplies;
• Prepare and present administrative and financial reports to hospital management and county health authorities; 
• Strengthen partnerships with stakeholders including county government, NGOs, and community representatives
• Oversee maintenance of hospital facilities and assets
• Promote quality improvement and patient-centered service delivery
• Health Fleet Management 
• Maintain Health assets and liabilities 
• Ensure safety and security of employees and patients within the hospital premises in accordance with the Occupational Safety and Health guidelines
• Coordinate the preparation of the hospital annual operating plan and budget
• Ensure reliable provision and efficient utilization of electricity, water, gas and communication supplies to the hospital.
• Prepare and submit monthly and quarterly reports to the Medical Officer in Charge.

Required Qualifications and Experience:

• Higher National Diploma as well as relevant professional qualification.
• Desired, 5 years relevant working experience
• Higher level technical expertise that requires moderate to long range planning, analysis, problem solving and reporting
