Health, Safety and Security (HSS) Consultant at Blue Ventures

We are looking for a Health, Safety and Security (HSS) Consultant to provide Blue Ventures with an evidence-based, practical and prioritised route to an effective, proportionate and consistently applied HSS framework. The consultant will assess current arrangements, relevant experience, and recognise good practice; identify material gaps and risks; and recommend how revised arrangements should be designed and implemented.

The review must move beyond policy compliance. It should establish how BV can make sound decisions, maintain appropriate oversight, support colleagues and partners, and respond effectively to changing operating environments without creating unnecessary bureaucracy or a large central function.

Objectives

• Assess the adequacy, consistency and practical application of BV’s current HSS policies, systems, procedures, tools, controls and governance arrangements.
• Identify material legal, duty-of-care, operational, safeguarding-interface, and reputational risks, including variations between countries and types of activity.
• Recommend a coherent, risk-based HSS framework aligned with BV’s strategy, international footprint, partner-first delivery model and commitment to being small and agile.
• Define clear roles, accountabilities, decision rights, escalation routes and assurance responsibilities at Board, ELT, global, regional, country, programme and partner levels.
• Recommend proportionate minimum standards, local adaptation requirements and practical tools for employees, consultants, volunteers, visitors and, where relevant, implementing partners.
• Advise on the appropriate blend of internal capability and external specialist services, including security intelligence, country risk information, travel assistance, incident support and technical marine or road-safety expertise.
• Provide an achievable, prioritised implementation roadmap, including immediate risk-reduction actions and longer-term systems improvement.
