    Hunger and Resilience Officer

    RESPONSIBILITIES:

    Lead a cross-cutting advocacy portfolio on the Global Advocacy Team

    • Analyze national policies, legislative and/or regulatory vehicles of interest to CARE's policy priorities to build resilient food systems.
    • In consultation with internal and external stakeholders, lead and/or contribute to the design of policy objectives, development of advocacy strategies, and implementation of advocacy activities in support of country offices.
    • Work in close collaboration with the thematic leads within the Global Advocacy Team to ensure that health, climate change, and women's economic justice are central to the response.
    • Liaise with key internal colleagues across the CARE Confederation to align strategies and bolster evidence-based policy advocacy.
    • Liaise with colleagues outside of the department including the Humanitarian Affairs team, Communications and Marketing team, country and regional level offices, issue area and technical leads, and others in the CARE network to reflect CARE's operational experience, knowledge/learning, and practices.
    • Support in the review, feedback, and facilitation of department sign-off for internal documents as appropriate.
    • Represent the Global Advocacy Team at internal meetings and strategy discussions, including the Extreme Hunger Advocacy WG, Advocacy meetings held by CI, Country-specific advocacy calls, and other fora as relevant.

    Support CARE's efforts to mainstream the next phase of the Comprehensive African Agriculture Development Programme 

    • Leverage CARE's expertise to support and influence the civil society community and key policymakers toward principled, evidence-based just and equitable transformation of food systems.
    • Help strengthen partnerships with the African Union Commission (AUC) and build and maintain relationships with various institutions to enhance the collective impact of non-state actors.
    • Support the development of the CAADP Non-State Actors Group (CNG) Governing Framework, including the drafting of the constitution, bylaws, articles, and memorandum of association. 
    • Accompany the resource mobilization effort for the CNG.
    • Aid with the organization of the CNG Annual General Assembly.
    • Assist the Interim Executive Director to ensure regular and strategic communication through report writing, and the drafting talking points, advocacy materials, policy briefs, and remarks in support of external representation opportunities.

    Other Duties as Assigned

    • Support in the identification and mapping of donors interested in funding resilience building approaches, and related advocacy. Contribute to the drafting of funding proposals.
    • Support in the identification, mapping, and relationship management of women leaders, civil society partners, diaspora, and other voices CARE can connect with decision-makers.
    • Support GAT team in administrative tasks such as MEAL and reporting wins.

    QUALIFICATIONS:

    • Bachelors degree in relevant discipline: sciences, business, social sciences, social development, international relations, nutrition, public health or other relevant fields of study.
    • Advanced written and communication skills, particularly to convey information effectively and to write persuasively in a variety of styles for a variety of audiences 
    • Ability to articulate and orally convey complex information simply
    • Visioning and strategic development skills 
    • Effective interpersonal skills 
    • Experience in organizational learning and knowledge management 
    • Demonstrated ability to collaborate well with others and develop and maintain positive working relationships
    • Sound computer knowledge and skills
