    ICLA Technical Assistant Kenya Kakuma

    Job Description

    • Adherence to NRC Standard Operating Procedures (SOPs) and guidelines in relation to provision of information, counselling, legal assistance and referral activities. 
    • Ensure compliance with ICLA CC strategy, tools, handbooks, guidelines and standards. 
    • Ensure that ICLA projects target beneficiaries most in need of protection and contribute to new approaches for assisting target populations. 
    • Monitor and highlight field-based advocacy opportunities, and protection needs to the Area Programme Manager and the ICLA Specialist. 
    • Responsible for tracking of financial expenditures of the project 
    • Represent NRC in relevant coordination forums and build relationships with key stakeholders and ensure visibility of NRC's work to inform synergies with others 
    • Any other tasks assigned by the supervisor.

    Responsibilities

    • Case management through the provision of direct counselling and legal assistance services, follow up and client management in Turkana West Sub County in coordination with legal aid partners on complementary services. 
    • Supporting and facilitating internal and external referrals within and outside of NRC.
    • Regular liaison with legal partners/legal aid providers and other partners on case management for case clients. 
    • Participate in ICLA's assessments, mapping and investigation and supervise data collection during ICLA surveys and assessments. 
    • Regularly collect and collate information that contributes to evidence-based programming and for project outcome harvesting. 
    • Support the conducting of awareness raising, capacity building and training activities for communities, government officials and NGOs on ICLA thematic areas. 
    • Prepare and compile weekly, monthly, mid-term, and end-term reports in a timely manner, while maintaining accurate program data and records, including monitoring and documenting program activities, outputs and outcomes. 
    • Mentor and coach community paralegals, volunteers, and outreach workers. 
    • Ensure timely requisitions and payment for program-related supplies; and assist in documentation, record-keeping, and other activities that facilitate smooth implementation of ICLA services. 
    • Integrate protection mainstreaming in all ICLA activities. Support safeguarding and confidentiality protocols in all client interactions. 
    • Represent NRC/ICLA in coordination forums, legal aid networks, and protection working groups at sub-county level. 
    • Perform any other relevant tasks as assigned by the supervisor.

    Qualifications

    • University degree in law, political science, social science or other relevant discipline. 
    • Minimum 3 years humanitarian experience with refugees/internally displaced persons/marginalised communities (IDPs) at field level with an NGO or international organization.
    • Technical specific knowledge from the humanitarian sector and work experience with refugees or marginalized communities
    • Previous experience working in complex and volatile contexts 
    • Good understanding of protection mainstreaming 
    • Demonstrated experience on advocacy work Documented results related to the position’s responsibilities
    • Good understanding of the refugee context in Turkana West is an added advantage. 
    • Knowledge of international refugee law and national law applicable to refugees 
    • Knowledge of SPHERE standards and durable solutions
    • Knowledge of community outreach, counselling and legal aid service provision 
    • Experience in PCM, M&E reporting
