    Laboratory Technical Officer

    KCCB-ACTS/9/2022/19 

    KEY RESPONSIBILITIES

    • Provide technical support to program team, facility lab staff and CHMT in the delivery of effective laboratory services for HIV programs;
    • Support facility teams to implement an effective sample networking system for HIV/TB services;
    • Work with facility, sub-county and county teams to implement activities for ensuring accuracy, efficiency, and safety of lab equipment;
    • Collaborate with S/CHMT to build the capacity of staff to ensure laboratory/facility safety and monitor activities for compliance as per National safety standards;
    • Participate in the development and implementation of annual laboratory work plans in liaison with the respective facility and county teams;
    • Actively participate in relevant County/Sub County technical working groups (TWGs) and program stakeholders’ forums;
    • Support development/review of laboratory SOPS for diagnostics, Quality Assurance and surveillance in HIV/TB programs;
    • Support participation in relevant EQA proficiency testing programs in HIV Testing Services (HTS) and Laboratory by relevant facility staff in the supported facilities;
    • Support implementation and monitoring of Laboratory Quality Management Systems (QMS) within the supported laboratories;
    • Together with the S/CHMTS, develop accurate quantification, forecasting, reporting, and ordering for health laboratory and HIV testing commodities;
    • Support implementation and scale-up of RTCQI in all the supported facilities and implementation of corrective measures;
    • Support Biosecurity, Bio-safety and IPC activities in supported facilities;
    • Support horizontal scale-up and activation of HIV Recency in the supported sites across the Counties;
    • Support implementation of a quality improvement and data use for program improvement;
    • Participate in joint quarterly support supervision of health facilities by CHMTs and KCCB ACTS;
    • Performs related work as required and carries out any other essential tasks related to the KCCB ACTS and General Secretariat’s goals that may reasonably be assigned.

    Minimum Qualifications, Experience & Skills

    • Bachelor’s degree in laboratory sciences
    • Registered with KMLTTB and possessing a valid practicing license
    • At least 3 years of experience managing laboratory services in PEPFARfunded project;
    • Experience in PEPFAR/CDC laboratory indicators and reporting requirement;
    • Experience in providing training, supervision, and mentorship of facility and program
    • Knowledge of current technological developments, trends and guidelines in HIV/TB diagnostic management;
    • Experience in working with the S/Counties and FBOs collaboratively is mandatory and especially health systems strengthening
