    Technical Advisor TB/CQI/Medical Officer

    KCCB-ACTS/9/2022/14

    KEY RESPONSIBILITIES

    • Facilitate, planning and implementation of TB prevention, diagnosis, care and treatment services and activities at supported health facilities;
    • Provide on-going supervision of TB/HIV care and treatment programs at Health facilities;
    • Co-ordinate mentorship of facility staff through KCCB ACTS regional mentors and SCTLs;
    • Provide mentorship to facility staff and preparation of monthly programmatic reports;
    • Preparation and review of TB related budgets, work plans, reports and other technical papers;
    • Liaising and consulting with all stakeholders to ensure timely problems solving and provision of efficient and effective service;
    • Facilitating TB program reviews including administering and analyzing site environmental and client assessment surveys;
    • Ensure timely collection and submission of information requested from the sites for the quarterly and annual progress reports to the donor;
    • Liaise with National, County and Sub-county health teams in HIV and TB management
    • Engage and facilitate Sub-County, County & National TB technical working groups meeting;

    Minimum Qualifications, Experience & Skills

    • Diploma in Clinical Medicine & Surgery or Diploma in Nursing from Kenya Medical Training College or any recognized institution.
    • Higher Diploma Training or Degree (Bachelor of Medicine and Surgery (MBChB), Clinical Medicine, Bachelor of Science in Nursing) from a recognized College/University
    • ART Management training and 3 years experience in HIV Programming.
    • Must be Registered and Licensed with the Clinical Officers Council or Nursing Council of Kenya.

    Technical Advisor PMTCT/Medical Officer

    KCCB-ACTS/9/2022/15 

    KEY RESPONSIBILITIES

    • Oversee the development and implementation of PMTCT services and activities across all supported health facilities;
    • Support program staff and supported health facilities to strengthen integrated PMTCT facility interventions including for AYP and OVC;
    • Provide support in strengthening the EID, CD4 and VL lab-networks with networked facilities;

    Technical Advisor Pediatrics, Adolescents and OVC

    KCCB-ACTS/9/2022/16 

    KEY RESPONSIBILITIES

    • Providing technical support in the development and implementation of work plans.
    • Providing program-wide technical support in the design and implementation of paediatric and adolescent HIV programs, including training, mentorship and didactic learning.
    • Capacity building of clinical teams on paediatric and adolescent matters through CMEs, mentorship and dissemination of new knowledge.
    • Liaising with MOH teams and other stakeholders in the implementation of paediatric and adolescent program activities in line with Donor and Ministry of Health guidelines and priorities.
    • Initiate and strengthen interventions for co-occurring diseases impacting HIVinfected paediatric and adolescent patients including TB.
    • Take part in drafting KCCB ACTS quarterly and annual reports and other written materials such as lessons learned, case studies and other materials as required.
    • Development of job aids, tools and materials as needed including CMEs for use at facility level to support health care workers to provide paediatric and adolescent HIV services.
    • Assisting in program monitoring and evaluation and use of data to inform program planning and continuous improvement as well as research as needed.
    • Represent ACTS in various forums including technical working groups.
    • Promoting innovative evidence-based programming in paediatric and adolescent activities across all KCCB ACTS sites.
    • Provide regular feedback to senior technical managers, program and technical staff, on successes, challenges and lessons learned in implementation related to areas of technical expertise.
    • Author and co-author abstracts and presentations for journals and conferences.
    • Any other duties that may be reasonably assigned.

    Minimum Qualifications, Experience & Skills

    • Diploma in Clinical Medicine and Surgery (MBChB) / Nursing from a recognized College/University
    • Minimum of three years working experience in development programs with significant TA experience in public health programs; HIV/AIDS program experience preferred
    • Working experience in donor funded public health program is an added advantage.

    Technical Advisor Prevention

    KEY RESPONSIBILITIES

    • Take the lead in planning, implementation and supervision of all planned HIV prevention project activities within the project area, and ensure these activities are implemented to the highest degree of quality possible;
    • Ensure HIV prevention strategies are soundly implemented through supportive supervision and capacity building modalities, dissemination of guidelines and standards and implementing quality improvement and quality assurance initiatives;
    • Provide overall technical leadership in the implementation of HIV prevention service delivery component of the project;
    • Coordinate the development, implementation and monitoring of costed project workplans;
    • Oversee the integration of the project’s HIV prevention technical approaches for the achievement of successful project implementation using evidence informed, innovative and best practices;
    • Provide leadership in creating and strengthening community demand creation and referral networks between facility and community ensuring there is seamless implementation of VMMC activities;
    • Take lead in the preparation of monthly, quarterly and other reports as may be required and submit these to the Senior Technical Advisor in a timely manner;
    • Provide leadership on weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner in collaboration with C (SC) HMT, and Program officers; 
    • Provide leadership for the VMMC component on Quality Improvement/Quality Assurance interventions at facility level in collaboration with C (SC) HMT;
    • Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation;

    Technical Advisor- Laboratory

    KCCB-ACTS/9/2022/18 

    KEY RESPONSIBILITIES

    • Provide technical expertise and leadership to program staff, County staff, local partners, and facility staff within the supported facilities in the execution of program deliverables;
    • Support KCCB ACTS affiliated health facilities to strengthen the HIV services quality standards, including monitoring and maintenance of the quality of laboratory operations for effective program delivery;
    • Support and strengthen an effective sample networking system for all funded HIV/TB across the counties; ensure uptake of remote login and lab manifest;
    • In collaboration with the county teams and supported health facilities, ensure maintenance of equipment inventory, calibration/certification and testing of equipment and instruments to ensure accuracy, efficiency, and safety of performance;
    • Work with other technical staff to ensure laboratory/facility safety, including health providers safety training and annual Biosafety refresher; monitor activities to ensure compliance with safety standards;
    • Participate in development of annual laboratory work plan and budget in liaison with the respective County teams and health facilities, with regular progress monitoring measures;
    • Participation in relevant technical working groups (TWGs), regional, County, and program stakeholders’ forums;
    • Support development/review of laboratory SOPS for diagnostics and surveillance in HIV/TB programs;
    • Support participation in relevant EQA proficiency testing programs in HIV Testing Services(HTS) and Laboratory by relevant staff in the supported facilities;
    • Support implementation and monitoring of Laboratory Quality Management Systems (QMS) within the supported laboratories;
    • Together with the County teams, develop accurate quantification, forecasting, reporting, and ordering for health laboratory and HIV testing commodities;
    • Ensure scale-up of RTCQI implementation in all the supported facilities and implementation of corrective measures;
    • Support horizontal scale-up and activation of HIV Recency in the supported sites across the KCCB ACTS supported health facilities;
    • Support implementation of a quality improvement and data use for program improvement;
    • Coordinate and supervise the Program Officer-laboratory services within the program to ensure laboratory indicators are achieved in every KCCB ACTS supported facility;
    • Ensure timely reporting on commodity utilization into HCMP and DHIS;
    • Assist all points of service in troubleshooting all problems that occur within a laboratory; 
    • Establish relationships with laboratories designated as central laboratories for selected services to ensure KCCB ACTS supported health facilities have timely and adequate access to these services;
    • Give technical support to KCCB ACTS supported health facilities on Biosafety, Biosecurity and IPC;
    • Participate in program evaluations that may be undertaken by KCCB ACTS or any of her collaborating partners;
    • Participate in joint quarterly support supervision of health facilities by CHMTs and KCCB ACTS;
    • Perform related work as required and carries out any other essential tasks related to the KCCB ACTS and General Secretariat’s goals that may reasonably be assigned.

    Minimum Qualifications, Experience & Skills

    • Bachelor’s degree in laboratory sciences;
    • Master’s degree is an added advantage
    • Registered with KMLTTB and possessing valid practicing license
    • At least 5 years of experience managing laboratory services in a PEPFAR-funded projects
    • Be experienced and well versed with PEPFAR/CDC laboratory indicator reporting requirements
    • Knowledge of current technological developments/trends and guidelines in HIV/TB diagnostic management;
    • Experience in working with the Counties, MOH and FBOs collaboratively is mandatory and especially with regard to health systems strengthening;
    • Ability to supervise and train staff;

    Laboratory Technical Officer

    • Provide technical support to program team, facility lab staff and CHMT in the delivery of effective laboratory services for HIV programs;

    Health Supply Chain - I (BPharm)

    KEY RESPONSIBILITIES

    • Provide technical leadership on the supply chain and commodity management aspects of HIV service delivery activities to ensure effective implementation, collaboration, teamwork and collegiality for these activities.
    • Serve as a subject matter expert in supply chain management issues, including in forecasting, procurement, storage and distribution, support ART dispensing tool and EMR platforms, and liquidation of SC related financial expenses from supported sites.

    • Provide technical leadership in the preparation of supply chain and commodity management related monthly, quarterly and other reports as may be required and submit these to the Senior Technical Advisor in a timely manner.
