    Local Consultancy to Undertake Coordination Support for the Project Titled Programme for Legal Empowerment and Aid Delivery, Phase II (Supporting ESTDEV, Judiciary and the National Council on the Admi

    Under the overarching guidance of the Head of the Crime Prevention and Criminal Justice Programme and under the direct supervision of the PLEAD Programme Manager, in conjunction with close technical collaboration with Associate Programme Officers within the Criminal Justice Programme in ROEA, as well as with beneficiary institutions, the donor (European Union), and UNODC (ROEA and HQ), the consultant will be responsible for executing the following tasks:

    • Coordinate the finalization and roll – out of the ESTDEV partnership on E-Justice in coordination with the NCAJ ICT Committee and UNODC programme managers.
    • Provide technical and logistical support to the NCAJ’s ICT, NCCJR, SGBV, Children and Traffic Committees in coordination with other UNODC colleagues.
    • This support shall include the development of the Kenya Integrated Sector Enterprise Architecture, instant fines infrastructure and interventions in the area of support to vulnerable groups  
    • Facilitate the execution of the 2024 PLEAD II workplan and corresponding activities for the Judiciary and NCAJ in coordination with the relevant UNODC colleagues.

    In this regard, the consultant will monitor the timely, implementation and reporting of all activities in the workplan including:

    • The development of the Active Case Management Guidelines for the Anti-Corruption Courts  
    • Sensitization of court administrators on Social Transformation Through Access to Justice (STAJ) and Anti-Corruption
    • Development of the model anti-corruption court
    • Coordinate the procurement of equipment and furniture for the integration of case management systems
    • Coordinate training on SGBV courts
    • Coordinate greening initiatives (installation of solar panels) in two law courts
    • Coordinate the development of the 2025/2026 workplans for the NCAJ and Judiciary.
    • Support the preparation of the 2024/25 annual report, among other reporting activities with respect to the NCAJ and Judiciary
    • Spearhead data collection, monitoring and evaluation activities as required. 
    • Facilitate the successful coordination of high-level events including launches of polices, infrastructure and digitalization projects, as well as important PLEAD meetings including PTC and PSC Meetings.  
    • As required, make presentations, and provide technical in-put in the area of crime prevention and criminal justice, and on the PLEAD programme in coordination with programme managers.
    • Contribute to the preparation of various written outputs, including background papers, briefing notes, analytical notes, sections of reports and studies.
    •  Provide substantive support for meetings, workshops, conferences, etc., ensuring compliance with visibility requirements for planned activities.
    • Substantive Support: preparing agendas, background materials, and assisting in the development of presentations or other substantive content.
    • Compliance with visibility requirements: coordinating with communication teams to ensure that the events align with organizational or project branding and communication strategies. 
    • Reporting on the outcomes of the meetings  
    • Supporting the successful completion of administrative requirements for the procurement of meeting or workshop venues and travel requests. 
    • Participate in the execution of consulting assignments by engaging with national counterparts to strategize and orchestrate workshops, interactive sessions, and the formulation of action plans geared towards effecting change management.
    • Offer regular technical advice on operational matters related to project implementation.
    • Ensure the upkeep of comprehensive records encompassing reports pertinent to the projects at hand.

    Qualifications/special skills

    • An advanced university (Master or equivalent) degree in law, legal studies, criminal justice or a related field is required.
    • A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.  
    • A minimum of two years of relevant working experience in crime prevention and criminal justice, human rights and/or related fields is required. 
    • Experience working with the United Nations, or a similar international organization, is desirable.
    • Experince working with the Judiciary and the National Council on the Administration of Justice (NCAJ) is desirable.
    • Experience working with EU funded projects is desirable.
    • Experience working with criminal justice practitioners is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
