    Manager, Supply Chain Management

    Duties and Responsibilities

    The duties and responsibilities of the selected candidate will entail:

    1. Providing professional procurement opinions to the Chief Executive Officer/Director on all procurement activities.
    2. Providing advice to Management on all procurement and inventory management;
    3. Initiating development and implementation of appropriate supply chain and inventory strategies, policies and procedures to ensure effective service delivery of goods and services and value for money;
    4. Reviewing vendor contract documents and coordinate in preparation of specifications for quotations, tenders, proposals and supply agreements for approval by the Chief Manager;
    5. Coordinating the development of the procurement plan and ensuring alignment to the approved budget.
    6. Overseeing the delivery of samples, testing and evaluation of new products to ensure compliance of standards are adhered to;
    7. Ensuring strict compliance with the prevailing procurement laws in the procurement of all goods, services and works in KENAS.
    8. Liaising with the PPRA on various issues regarding Public Procurement and Disposal of Assets.
    9. Participating in the annual reporting, monitoring and tracking of procurement bids and evaluation to ensure that they in line with the set guidelines;
    10. Overseeing the annual physical inventory process as required to ensure policies and procedures are complied with;
    11. Analysing purchase requests from user departments and determine the appropriate method of procurement;
    12. Conducting in-depth analysis of all bids received in response to each tender, proposal and quotation to identify the response that best meets the needs of the user department;
    13. Preparing recommendation for award to provide supplier debriefing sessions, when requested with unsuccessful respondents;
    14. Ensuring confidentiality is maintained concerning the procurement process;
    15. Overseeing preparation of contracts and tender awards;
    16. Participating in specialized projects and assignments related to procurement;
    17. Presiding over the public opening of tenders;
    18. Approving of contracts and purchase orders in IFMIS;
    19. Preparation and implementation of sectional work plans;
    20. Coordinating the development and review of procurement and disposal plans.
    21. Supervising staff below him;
    22. Appraising staff and assisting management in performance contracting;
    23. Pre-qualifying of suppliers of goods and services and maintaining a database.
    24. Ensuring there is safe custody of procurement and warehouse records.
    25. Ensuring proper storage and warehousing of the service stores and the security of the same.
    26. Coordinating the disposal of stores and equipment.
    27. Preparing and submitting quarterly reports to the Public Procurement Regulatory Authority (PPRA).
    28. Coordinating the advertisement of disposal and procurement opportunities.
    29. Reviewing the procurement needs of KENAS from time to time.

     

    Academic and Professional Qualifications

    1. At least (10) years of relevant work experience, (5) of which should be in a senior management position.
    2. Bachelor’s degree in Procurement and Supply Chain, Business Management, Business Administration, Economics, Commerce, or a relevant field from a recognized university;
    3. Master’s degree in Procurement and Supply Chain Management, Business Management, Business Administration, Economics, Commerce or a relevant field from a recognized university;
    4. Professional Diploma in Purchasing and Supplies Management / Chartered Institute of Supplies Management (CIPS);
    5. Registered member of Kenya Institute of Supplies Management (KISM) in good standing;
    6. Attended a Management Course lasting not less than four (4) weeks from a recognized institution;
    7. Proficiency in computer applications;
    8. Fulfil the requirements of Chapter Six of the Constitution of Kenya;

    • Clearance from Ethics and Anti-Corruption Commission (EACC)
    • Clearance Certificate from a Credit Reference Bureau (CRB)
