    MEAL Coordinator

    Position Summary

    HIAS seeks to recruit a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to lead MEAL functions at HIAS Kenya. The MEAL Coordinator will maintain and refine systems to monitor and evaluate the effectiveness, strategic alignment, cost and overall impact of HIAS’ refugee assistance programs in Kenya as well as generate knowledge for learning and entrench accountability mechanisms in the organization processes. S/he coordinates with the Program Director and Regional Technical Advisor to ensure that HIAS Kenya is aligned to organization-wide monitoring and evaluation policies, systems, and tools for evidence generation in the region. S/he is responsible for information collection, analysis, and reporting processes across HIAS Kenya, and works with all program staff to ensure data quality. S/he supports the results reporting for HIAS Kenya, measuring program performance and deliverables.

    Essential Functions

    Monitoring and Evaluation

    • Develop an integrated monitoring and evaluation system for new and ongoing programs to track their implementation.
    • Drafts and maintains up-to-date MEAL plans and frameworks and M&E sections of project work plans/operating plans in consultation with program team and partners.
    • Support program design including development of the theory of change, objectives and indicators..
    • Lead and support the implementation of HIAS global MEAL Guidelines at country level and, support the continued improvement of key MEAL standards, processes, and systems/tools.
    • Coordinates with all program staff to collect, aggregate, and verify programmatic data, and ensure robust, standardized data collection and analysis for the Country office.
    • Undertake regular monitoring visits to the field to support implementation of project activities and to document learning to inform project adaptation.
    • Lead in the design and implementation of internal assessments , such as rapid needs assessments, internal baseline and endline surveys, post-distribution monitoring assessments, satisfaction surveys among others.
    • Lead in external evaluation activities, including TOR development, evaluator recruitment, methodology design and in-country oversight of external evaluation timelines and deliverables. Maintains awareness of best practices and policies for M&E and assists in training programmatic staff in these practices as needed.
    • In collaboration with other donor requirements, review the organization’s existing MEAL approaches and advice on any required changes, support, and resources.
    • In collaboration with the Program Director, identify opportunities for action research and impact evaluations.

    DataManagement andResultsReporting

    • Tracks, analyzes, and regularly reports on program indicators, progress against targets, program successes, and lessons learned.
    • Support managers and projects’ focal people in reviewing donor reports and internal project monthly reports to ensure high quality reports are submitted on time for all grants/programs.
    • Lead annual progress reporting/beneficiary counting and support internal and external reporting.
    • Performs data quality checks and basic and intermediate quantitative analysis, including descriptive statistics, developing baseline assessments, and tracking progress against baselines.
    • Develops charts, graphs, infographics, and other visualizations for program activities and accomplishments; aggregates reporting at the country office level.
    • Support the project team in the reporting function of the internal CMS as well as ensuring data quality in the system.
    • Maintain a centralized data management system that enhances accurate data capturing of all projects as well as easy retrieval, extraction and analysis for project teams and management.
    • Establish an inventory of reliable secondary data sources of key statistics to contribute to project design and M&E.

    Accountability to Affected Populations

    • Serves as accountability to affected populations (AAP) lead within country office.
    • Establishes and maintains beneficiary feedback mechanisms; supports accountable response to all beneficiary feedback.
    • Ensures that feedback mechanisms are inclusive, accessible, and appropriate for the beneficiary population.
    • Train program and country office staff on best practices for AAP

    Learning

    • Set up a system/database for collating and sharing lessons learnt and recommendations within and across projects and site offices to enhance project implementation, proposal development and annual planning processes.
    • Ensure the documentation of success stories through e.g. Most Significant Change technique.
    • Lead project review meetings and lessons learnt workshops at the end of projects (appropriate to length, scale, and complexity) aimed at replicating good practices and strengthening synergies between projects.

    Qualifications & Requirements

    • A master’s degree in either, Project Planning and Management, Monitoring and Evaluation, Humanitarian law or a social science
    • A Degree in Social sciences, Monitoring and Evaluation or relevant field.
    • At least 5 years’ experience in extensive monitoring and evaluation of projects related to social sciences, humanitarian and human rights or development work
    • Experience in developing data collection tools and training of staff in effective use of those tools.
    • Demonstrated skills in data collection, data analysis, interpretation, and reporting.
    • Experience in proposal development and project implementation
    • Experience in working for an organisation or NGO that deals with refugees will be an added advantage
    • Knowledge in data management systems, quantitative and qualitative analysis softwares and data visualization. s
    • Excellent interpersonal, writing and communication skills .
    • Knowledge of Accountability to Affected Populations.
    • Knowledge of PSEA.
