    Regional Finance Senior Analyst

    General Position Summary

    The Regional Finance Senior Analyst will work closely with the Regional Finance Manager to provide support to complex programs by board participation, financial report preparation and closeout support. The Senior Analyst will certify donor reports (non-complex programs) and be the focal point for new award review, and support award budget coding. The Senior Analyst will be the lead in proposal budget review/approval for submission. The Senior Analyst might have supervisory responsibility. The Regional Finance Senior Analyst will recognize opportunities to innovate on current processes and create an environment where alternative viewpoints are shared and welcomed.

    Essential Responsibilities

    AWARD FINANCIAL MANAGEMENT

    • Responsible for reviewing and certifying/signing donor financial reports (non-complex programs)
    • Complex program support including board participation, financial report preparation, and award closeout support.
    • Focal point for new award and modification review (AARC/NAIS)
    • Award budget coding guidance and training
    • Review and assess country compliance with donor and MC financial policies and

    PROPOSAL DEVELOPMENT

    • Serve as point of contact for the region in field-led proposal budget development and revisions by providing guidance, tools and templates in line with donor expectations

    STRATEGIC FINANCIAL MANAGEMENT AND ACCOUNTING

    • Participate in the design and implementation of policies, procedures, and systems to comply with all the applicable financial and accounting regulations.

    HUMAN RESOURCES, SAFEGUARDING AND DIVERSITY

    • Assist with the on-boarding of team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.
    • Potential supervisor opportunity to supervise Officers/Assistants in their activities, setting goals and objectives.

    Reports Directly To: Regional Finance Manager

    Works Directly With: Global Finance team, Regional Finance Team, Global Finance Training, Corporate Finance, Mercy Corps Europe Finance staff, Internal Audit, Grants and Compliance, Ethics, Country Finance, Regional teams, Resource Development, People & Strategy

    Accountability to Participants and Stakeholders

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

    Minimum Qualification & Transferable Skills

    • BA/S or equivalent in accounting or relevant field
    • 4+ years finance management experience
    • 4+ years international accounting experience or non-for-profit accounting experience
    • Strong communication skills, both with members inside and outside the department; ability to clearly communicate ideas both verbally and in writing
    • Detail oriented, with proven ability to identify process improvements to lead to an efficient and effective team
    • Strong Knowledge of rules and regulations governing the compliance /regulatory management of grants from US Government (USAID, BHA, UN) and other agencies required
    • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation, and presentation and the proven ability to translate technical financial data into informative reports.
    • Demonstrated experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, and budget development and administration is required
    • Experience with MS Office and accounting (general ledger) software
    • English fluency required; additional fluency in French, Spanish and/or Arabic is highly beneficial
