    Monitoring and Evaluation Manager- REAP for Nutrition

    JOB SUMMARY – OVERALL JOB PURPOSE

    The M&E Manager REAP for Nutrition (R4N) is responsible for development and implementation of an effective monitoring and evaluation system for all REAP for Nutrition Products under which Nawiri and Lishe Bora projects fall. The incumbent will interpret and define the project M&E requirements including data collection tools design, and implementation of data collection tools for monitoring and surveys, development of implementation quality assurance processes for the project activities, establishing product and project specific management information and analytics and promoting a culture of data demand and use within the product/ project, BOMA and with stakeholders. Under the overall leadership and technical oversight of BOMA Director M&E, Accountability and Reporting and in close collaboration with the Technical Team and partner staff, the incumbent will be developing team capacity in monitoring, evaluation, reporting, and learning and ensuring effective field-level collaboration. Travel is required up to 40%.

    Responsibilities

    DUTIES AND RESPONSIBILITIES

    Monitoring, Evaluation, Learning and Reporting framework design and Execution.

    • Define the product specific M&E systems to deliver the product objectives – this includes, objectives and scope, theory of change and indicators, data collection approach and tools.
    • Define the execution plan linked to both the product portfolio direction and specific to the R4N product and projects that fall under this.
    • Refine the design through feedback and learning throughout the program.

    Implement the defined M&E systems in line with program requirements.

    • Coordinate and supervise R4N MEL activities and ensure MEL framework (indicators, tools, and methodologies) and practices are aligned to industry standards and/or compliant to donor requirements.
    • Implement quantitative and qualitative surveys, other assessments, and longevity surveys/studies to build evidence of the impact of BOMA’s graduation model.
    • Manage continuous monitoring and periodic evaluations of R4N product and affiliated projects as designed in work-plans and provide consolidated reports to Portfolio Directors, Program Managers and leadership team that summarize implementation progress, trends, variances, and learning.
    • Undertake periodic process, activity, output, and outcome quality assurance with regular feedback sessions to program execution team.
    • Facilitate periodic review of performance metrics with program teams to ensure programs/projects are within design and implementation principles of M&E.
    • Provide M&E technical support to BOMA’s partners as they adapt, design, and implement M&E processes for the R4N product and affiliated projects.
    • Development, training and maintenance of project’s M&E reporting templates, training manuals and standardized tools to enhance monitoring and reporting.
    • Contribute directly to achieving the project’s strategic objectives and components through the implementation of a single integrated/harmonized monitoring system.

    Data Collection and Quality Assurance

    • Design and implement data collection tools.
    • Test and roll out the data collection tools appropriate for the product and project to ensure the dataflows are mapped end to end in the systems BOMA use.
    • Ensure data quality standards are adhered to and maintained for the project.
    • Jointly with stakeholders, undertake regular review of data management systems and processes and advice on ways of continuous improvement.
    • Ensure regular feedback is provided to the R4N Product teams or technical advisors on action items on field level monitoring/assessments including corrective actions implemented.
    • Review and analyze monthly monitoring data and work with project teams to identify and resolve variances.
    • Support the Data Analytics team in strengthening quality control of all R4N Product M&E data to assure the integrity of data for analysis, tracking, and validation.

    Manage The Mentor Experience on Tools and Data Collection

    • Implement work-tool centered data collection processes and tools to optimize the effectiveness of field level activities.
    • Train and support mentors to effectively use the implemented data collection tools.
    • Capacity building for the field teams to enable data use for informed activity planning.
    • Supervise the support for all the technologies and tools supporting the product/project to meet the defined M&E objectives.

    Driving Product Innovation Through Data and Insight

    • Drive the generation of insight to inform product specific innovation.
    • Share and disseminate knowledge arising from the data insights.
    • Train and champion data use

    Documentation and Reporting

    • Lead in writing of M&E reports and coordinate documentation and dissemination of findings.
    • Maintain adequate documentation and records for the project’s initiatives that ensure processes, activities and statistics are well captured and records kept in line with established BOMA policy and protocols.
    • Facilitate training of staff on documentation and record keeping; and enforce adherence to standards and protocols.

    Networking and Representation

    • Develop and maintain strong and collaborative relationships with colleagues, partners, and relevant stakeholders.
    • Represent and participate in relevant forums whenever nominated.
    • Maintain a network of peers and professional contacts for exchange of ideas and information.
    • Maintain good public relations and promote visibility of the work of BOMA.

    Management of Staff & Capacity Development

    • Provide direct supervision to M&E officers, including participating in their performance management reviews and professional development.
    • Support in the recruitment and selection, and provide effective coaching of staff, while inculcating culture and values of the organization for the unit.
    • Facilitate capacity development of project staff in M&E.
    • Provide technical and/or operational guidance to the M&E Officers under Green REAP.
    • Confirm the knowledge base of M&E staff and arrange for appropriate training where capacity gaps exist, working close with Training and Capacity Development team.
    • Proactively employ practices that lead to staff motivation and retention; and provide for succession.

    Requirements

    QUALIFICATION AND EXPERIENCE

    • Bachelor’s degree, advanced degree in monitoring and evaluation or Public Health preferred. Post Graduate Diploma in Project Management/Monitoring and Evaluation is an added advantage. Formal M&E training and/or specialized skills in statistics are an advantage.
    • Prior experience in managing M&E systems for health or nutrition programs/projects will be an added advantage. Those with experience in RFSA/USAID funded project preferred.
    • At least 5 years’ experience in management and leadership of complex M&E frameworks and systems.
    • Understanding and practical experience in data analytics for decision making.
    • Hands on experience in data analysis and visualization tools such as PowerBI, STATA SPSS,or Tableau in that order.
    • Experience in UI design will be an added advantage.
    • Experience in research and surveys - design of tools, data collection, data processing and analysis.
    • Experience using Collaborating, Adapting and Learning practices preferred.
    • Excellent analytical and detail-oriented individual with extensive experience in research, surveys, and data management.
    • Experience in the arid lands, preferably in East Africa.
    • Strong computer skills and very good knowledge in use of applications such as Excel, Word, Access, and PowerPoint required, while working knowledge of Salesforce and Taroworks would be an advantage. Also demonstrated ability to leverage technology in social entrepreneurship.
    • Previous experience working with livelihood, community development, and climate-oriented/NRM projects especially will be an added advantage.
    • Good planning and organizational capacity with demonstrable ability to work with minimal supervision and demonstrated ability to multitask.
