    Monitoring and Evaluation Officer

    The Position Summary

    Reporting to the Monitoring, Evaluation and Learning Manager, this position is a key role on Mercy Corps’ Program quality assurance, accountability, documentation and learning team. The Monitoring and Evaluation (M&E) Officer will support the programme in planning and execution of monitoring and evaluation activities, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making, as well as conducting programme assessments. S/he will be responsible for reviewing of necessary tools that feed into the needs of Mercy Corps and donor reporting requirements.

    The Position Summary

    STRATEGIC INPUTS AND OVERSIGHT

    • Support review and implementation of monitoring and evaluation tools.
    • Support inputs into program review documents.

    RESULTS-BASED MONITORING & EVALUATION

    • Validating and verifying core indicators against the different sources of information.
    • Review, validation, and analysis of incoming results data from grantees;
    • Visit sites and partners to collect supplementary data, stories and conduct qualitative research both independently and in teams.
    • Maintaining database of results and related results tracking tools.
    • Work with the Deputy Team Leader, Program Manager, Monitoring Evaluation and Learning Manager, Program Officers and other staff to ensure that activities are implemented on plan and progress towards targets is not compromised.

    ASSESSMENTS, SURVEYS AND EVALUATIONS

    • Conduct periodic programme assessments, including training of enumerators and overseeing data collection.
    • Support conduct outcome mapping and outcome harvesting processes.
    • Support conduct of programme evaluations and surveys.
    • Support data analysis pertaining to assessments, evaluations and surveys.

    LEARNING

    • Regularly document and share all learnings from program implementation.
    • Maintain an up-to-date database that reflects progress and program indicators.

    CAPACITY BUILDING

    • Build the capacity of grantees to develop and maintain an excellent M&E system;
    • Facilitate grantees in periodic reflection and analysis of project monitoring information that feeds into CREATE’s programming and learning.
    • Support timely production of monthly, quarterly and annual donor reports based on agreed performance indicator.

    PROGRAM ADVISORY

    • Maintain an active advisory role with the program team to help guide them towards robust and relevant data collection.
    • Support implementation of programme interventions, providing advice and feedback for quality results at any point.
    • Maintain strong working relationships with partners to enable robust results collection and feedback loop for programme learning and adaptation.

    GENERAL EXPECTATIONS

    • Conduct himself/herself both professionally and personally in such a manner as to credit Mercy Corps and to not jeopardize its mission.
    • Perform any other duties as assigned by his/her supervisor or representatives

    ACCOUNTABILITY TO PROGRAM PARTICIPANTS AND STAKEHOLDERS

    Support Mercy Corps Community Accountability Reporting Mechanism (CARM) Officer and CREATE’s Programme Manager in delivery of CARM by:

    • Ensuring there is adequate visibility of CARM various channels in the program intervention areas.
    • Conducting partner sensitisations on available feedback channels to community members and marginalized groups.
    • Documenting and sharing with CARM Officer all in-person feedback received.
    • Maintain a relationship with partners designated CARM focal points to ensure effective coordination on CARM related matters.
    • Reporting identified gaps in the program’s CARM to the CARM officer and the program manager.

    Minimum Qualification & Transferable Skills

    • Must hold at least a bachelor’s degree in social science, Statistics, or relevant field.
    • At least 5 years of program monitoring and evaluation experience.
    • Should understand concepts and demonstrate skills in monitoring and evaluation, project cycle, results chain and frameworks, participatory monitoring.
    • Should be able to implement assessments and surveys.
    • Must have good writing and analytical skills.
    • Should have knowledge of quantitative and qualitative data collection, reporting techniques. S/he should understand and be able to apply basic measures of central tendency and spread.
    • In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least one data statistical analysis software such as, SPSS, and STATA, and data collection software such as ODK
    • Must be fluent both spoken and written English and Kiswahili.
