    Monitoring And Evaluation Technical Resource Persons

    Overall Objective

    • The overall objective of the M&E Technical Resource Person role is to strengthen the project’s monitoring, evaluation, and learning systems to ensure credible data, timely reporting, and evidence-based decision-making that supports adaptive management and achievement of KeLCoP objectives.

    Specific Objectives

    • Enhance data quality assurance and strengthen project data credibility.
    • Support planning, coordination, and implementation of MEL activities across project components.
    • Improve project databases, MIS, and GIS tools for effective data storage, integration, and visualization.
    • Facilitate field monitoring and supervision to validate results and ensure compliance with M&E standards.
    • Generate actionable insights and performance trends to inform adaptive management.
    • Build capacity of county teams and field staff in M&E systems and methodologies. vii) Promote participatory monitoring and evaluation involving beneficiaries and stakeholders.

    Scope of Work The M&E Resource Person will:

    • Collaborate with the M&E Specialist in MEL planning and execution.
    • Provide technical input into work planning, budgeting, and indicator target setting.
    • Oversee design and management of project databases and reporting tools.
    • Coordinate and supervise field monitoring visits and data collection processes.
    • Analyze monitoring and evaluation data to produce reports and dashboards.
    • Support preparation of monthly, quarterly, and annual reports.
    • Guide data quality assurance processes including audits and validation checks.
    • Facilitate training and mentorship for project staff on M&E practices.
    • Collaborate with thematic teams to integrate M&E across interventions.
    • Contribute to evaluation missions, external reviews, and knowledge-sharing initiatives.

    Methodology

    • The M&E Resource Person will apply a collaborative and participatory approach by working closely with the M&E Specialist and technical teams to align MEL activities with project objectives, conducting routine field monitoring and data validation, overseeing MIS/GIS systems and survey tools, analyzing data to generate actionable insights, and preparing reports and dashboards. The role also emphasizes capacity building for staff, active stakeholder involvement, and knowledge sharing through briefs and publications to ensure evidence-based decision-making and adaptive project management.

    Duties and Responsibilities

    • Work closely with the M&E Specialist to support the planning, coordination, and implementation of monitoring, evaluation, and learning (MEL) activities across all project components.

    • technical oversight in the design, management, and continuous improvement of project databases, Management Information Systems (MIS), and GIS-based reporting tools to enhance data storage, integration, retrieval, and visualization.
    • Support the planning, coordination, and supervision of field monitoring activities, including routine and supportive supervision visits, to assess progress against indicators, validate reported results, and ensure compliance with M&E standards and protocols.
    • Develop and review evaluation designs, survey tools, sampling methodologies, and data collection protocols, and oversee field data collection processes to ensure accuracy, reliability, and ethical standards.
    • Analyze evaluation and monitoring data to generate actionable insights, performance trends, and impact evidence, and support adaptive management and strategic decision-making.
    • Support in the preparation of high-quality monthly, quarterly, annual, and evaluation reports, including analytical narratives, dashboards, and presentations for diverse stakeholders.
    • Guide and support data quality assurance (DQA) processes, including data audits, validation exercises, and consistency checks to strengthen the credibility of project data.
    • Facilitate capacity building initiatives, including training, mentorship, and technical support to county teams and field staff on M&E systems, tools, and methodologies.
    • Provide technical support in the development, review, and standardization of M&E tools, indicators, and reporting templates aligned with project and donor requirements.
    • Collaborate closely with thematic technical teams (Social Inclusion, Nutrition, Livestock Production, Marketing, Environment, Climate Safeguards) to ensure integration of M&E across all project interventions.
    • Support and contribute to evaluation missions, supervision missions, and external reviews, including preparation of documentation, analysis, and stakeholder coordination.
    • Promote and strengthen participatory monitoring and evaluation approaches, ensuring active involvement of beneficiaries, partners, and stakeholders.  Contribute to knowledge sharing, policy dialogue, and advocacy efforts by developing presentations, briefs, and publications that highlight project results and impact.
    • Undertake any other technical assignments assigned by the M&E Specialist to support the achievement of KeLCoP objectives.

    Qualifications and Experience

    • A Master's degree in Monitoring & Evaluation, Statistics, Economics, Information Technology, Computer Science, Agricultural Economics, Economics and Statistics, Business management, Project Planning and Management, or any other relevant discipline from a reputable university.
    • Minimum 4 years’ experience in M&E, data collection, or reporting, including at least three (3) years of experience working with IFAD or other donor-funded initiatives.

    Skills and Competencies

    • Basic knowledge of project cycle management, results-based management, and the use of log frames.
    • Excellent communication, interpersonal, and teamwork skills, with the ability to interact effectively with diverse stakeholders.
    • Proficiency in using digital data collection tools (e.g., KoboToolbox, ODK).
    • Proficiency in Microsoft Excel, Word, and PowerPoint. v. Basic knowledge of statistical software (SPSS or STATA is an advantage).
    • Familiarity with IFAD M&E frameworks. vii.Self-motivated, eager to learn, and adaptable to working under pressure with minimal supervision.
