  • In its pilot phase in 2001, CDTD was known as Domestic Support Services, and initially served 5 girls from Kibera. Sensitive to the needs of Kenyan women, Ms. Murogo soon expanded her program and officially registered the Centre as an NGO in 2003. Since its registration, she has adopted numerous programs in order to best assist the disadvantaged. While the Domestic Workers program remains the focal point of the program, CDTD now houses a Literacy Program, Continued Education Program, Rescue and Rehabilitation Program, and Refugee Rehabilitation Program. In total, CDTD’s size has multiplied 600 times since its birth in 2001.More than 10,000 individuals have been transformed through CDTD's work.     Monitoring, Evaluation, Learning (MEAL) and Research Officer

    The MEAL, and Research Officer is responsible for strengthening the CDTD’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems to ensure the effectiveness, accountability, and impact of programs. The role will also lead data management, research, and evidence generation to inform programs, policy, and advocacy across thematic areas. The Officer will uphold compliance with donor and organizational reporting standards, and integrate safeguarding and survivor-centered principles across all MEAL and research processes.

    Key Responsibilities

    Monitoring, Evaluation and Learning

    • Develop and implement MEAL frameworks for projects focused on domestic work, child labor prevention, labor migration, and GBV response.
    • Establish gender- and age dis-aggregated indicators aligned with donor and organizational outcomes.
    • Conduct regular monitoring visits, outcome assessments, and participatory reflection sessions with target communities and staff.
    • Facilitate periodic learning and adaptation processes within and across program areas.
    • Research and Knowledge Generation
    • Design and lead ethical, feminist-aligned research on issues affecting women and girls in domestic labor and caregiving, including labor rights, exploitation, and migration vulnerabilities.
    • Coordinate needs assessments, baseline/mid-line/end line surveys, and thematic studies to support program design and advocacy.
    • Develop learning products such as case studies, outcome briefs, policy summaries, and info-graphics for internal and external use.
    • Data Management and Quality Assurance
    • Set up and maintain secure and gender-sensitive digital data systems (e.g., KoboToolbox, Power BI, Excel).
    • Ensure timely collection, cleaning, analysis, and visualization of program data.
    • Maintain centralized MEAL databases, ensuring data disintegration by gender, age, migration status, and vulnerability.
    • Conduct data quality assessments (DQAs) and support corrective actions in collaboration with project teams.
    • Accountability to Affected Populations
    • Design and implement confidential and survivor-safe feedback and complaints mechanisms in shelters, training centers, and community settings.
    • Ensure feedback is analyzed and acted upon, and that communities are informed about actions taken.
    • Work closely with program and safeguarding teams to respond ethically to disclosures, especially involving child labor, trafficking, or GBV.
    • Compliance and Reporting
    • Ensure timely preparation of donor reports, indicator tracking reports and internal dashboards.
    • Support compliance with MEAL standards, donor requirements, data protection laws, and the organization’s safeguarding policy.
    • Participate in donor reviews, audits, and verification exercises.
    • Support proposal development with MEAL components, logical frameworks, and baseline data.
    • Safeguarding and Ethical Oversight
    • Ensure all MEAL and research activities reflect organizational safeguarding commitments, including informed consent, confidentiality, and referral for support where needed.
    • Train MEAL staff, enumerators, and program teams on safe and ethical data collection with vulnerable populations (e.g., domestic workers, SGBV survivors, migrant women).
    • Flag safeguarding risks observed through monitoring or data analysis and collaborate with the Safeguarding Focal Point for appropriate action.

    Qualifications and Experience

    Minimum Requirements:

    • Bachelor’s degree in Social Sciences, Development Studies, Economics, Statistics, Monitoring and Evaluation, Program Management or a related field . Postgraduate qualifications in MEL or Data Management are an added advantage.
    • Minimum of 3–5 years’ experience in a dedicated MEL role, preferably in gender justice, migration, GBV, or livelihoods programs.
    • Strong understanding of MEL frameworks, log-frames, indicator development and theory of change.
    • Experience with qualitative and quantitative data collection and analysis tools (e.g. KoboToolbox, ODK, SPSS, STATA, Excel, Power BI, NVivo).
