    MSP LDO Learning Review Consultant

    Scope of Work:

    The Consultant will support USAID/KEA to review the LDO formation process, by capturing lessons learned, challenges, and recommendations for future programming. The review will gather critical insights to understand the perceptions of, and approaches to (if desirable) embedding LDO as a transformative approach within the mission as it seeks to effectively partner with local leaders and actors to promote and realize locally-led and locally-owned development.

    The following objectives will inform the review:

    1. Critique the LDO formation process/road map, and review and document key lessons and successes that will inform future programming.
    2. Understand how LDO is fostering locally-led development.
    3. Establish how LDO is building partnerships between the local, regional, and central government leaders and institutions.
    4. Understand how insights from the LDO engagements can help to inform the Mission’s programmatic approach.
    5. Determine the necessary improvements to enrich the approach.

    Minimum Qualifications and Experience:

    • A minimum of a Master’s Degree or doctoral degree in Development Studies, Strategic Management, Public/ Business Administration, or other related fields.
    • Prior experience undertaking strategy evaluations, data collection, analysis, and synthesis is required.
    • Professional experience facilitating learning reviews.
    • Knowledge of CLA Tools, Approaches, and Practices.
    • Knowledge of the Kenyan context: Development policies, County Integrated Development Plans, and USAID/KEA Country Development Cooperation Strategy.
    • Prior experience working with consortiums, will be an added advantage
    • An understanding of USAID business practices and procedures will also be an added advantage.
