    Officer, Strategic Information

    Main tasks and Responsibilities of the Position: Within the matrix management reporting structure of the KUCO, the RST ESA, and the Global Strategic Information Practice, the Officer, Strategic Information focuses on a manageable set of deliverables that are aligned with the UNAIDS strategic information vision and the capacity, the epidemic size and growth, and the needs in Kenya. He /she has the following key responsibilities: 1 - National capacity building and coordination a) Identifies capacity needs of national counterparts in surveillance, data collection, data analysis, reporting and using evidence for programming and pandemic preparedness. b) Supports capacity development efforts to focus responses to relevant geographical areas and key populations. c) Works with national counterparts to strengthen surveillance and monitoring systems including health information systems with attention to the quality of data including the use of unique identifiers. d) Promotes data systems and survey tools beyond HIV for policies and programmes. e) Responsible for the development of community-led monitoring (CLM) systems in collaboration with the Community Support Advisor.

    Strategic analysis, programmatic and policy advice a) Supports the prioritization, process and technical aspects of a wide array of data collection (example: GBV, NEMIS, EMR/Data warehouse.), compilation, and analysis related to epidemiology, policies, programme coverage and resources, in view of informing future programme efforts. b) Performs modelling and analysis of the epidemic (Estimates), surveillance, policy and programme monitoring data on trends and geographic location of the epidemic and response including through the use of standard estimation tools in view of detecting and monitoring inequalities. c) Generation of evidence-based policy briefs on programme implementation and policy environment d) Provide analysis of equitable and sustainable financing options for the response e) Proactively support the use of Strategic information for GF and COP planning and implementation processes

    Contributions to global processes a) Supports monitoring and reporting at national level and contributes data and analyses to the regional and global level (through the Global AIDS Monitoring system). b) Proactively assists the UNAIDS Country Director in the monitoring of the United Nations Joint Programming on HIV, inter alia via the implementation of the Unified Budget, Results and Accountability Framework (JPMS) and the United Nations Sustainable Development Cooperation Framework (UNINFO).

    Any other assignments given by the UCD from time to time (E.g. UN level TWGs, UN flagships programmes)

    REQUIRED QUALIFICATIONS

    • Education: Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities. A relevant first university degree and 7 years of relevant work experience will be considered as equivalent for internal candidates only.

    • Languages: Essential: Advanced level of English and the official language(s) of the duty station Desirable: Knowledge of additional UN official languages.

    Annual salary: (Net of tax) 6418012 Shillings at single rate
