    Partnership Impact Measurement and Reporting Director

    Job Purpose.

    A purpose of this role is to lead the Partnership Impact Measurement and Reporting process across all funding streams and program types. The Partnership Impact Measurement & Reporting Director will provide technical leadership and coordination to the regular reach and impact data acquisition from routine and outcome monitoring, baseline and evaluation assessments etc. Collected data will be transformed into credible evidence of impact to enable World Vision Partnership to consistently track strategy realization at the level of individual Strategic Imperative. The Partnership Impact Measurement and Reporting Director will be responsible for generating and disseminating regular Partnership Impact Report which would provide solid evidence of WV’s contribution to change at all levels – RC, children, families, communities – and across the whole ministry. In collaboration with Ministry and Sector lead findings of Partnership Impact Measurement will be interpreted for continuous improvement of our programming. Partnership Impact Report will also serve as a foundation for confident impact communication both internally and externally. The role holder will be responsible to consider and build on diverse field experience of impact measurement and reporting across various contexts and program types and align those practices with organizational needs and demands, especially the donor promise, under the Partnership Impact Report.

    Major Responsibilities

    Our Impact Our Story (former PIMF) Development & Management

    • Contribute to the finalization of the Our Impact development via close collaboration with the Our Impact Core Team
    • Lead the process of the socialization of the Our Impact among the field for increased uptake of and regular reporting on the Our Impact strategic indicators across all funding streams and program types
    • Together with key stakeholders, especially the GDT, Ministry Integration and selected SO/FO leadership, lead the alignment of the new data acquisition system with the Our Impact, Our Story
    • Continuous review of the new data acquisition system for uninterrupted and efficient Our Impact realization
    • Continuous support to the development and/or revision of the Our Impact indicators data collection and analysis methodology as well as tools development per need
    • Contribute to the process of the refreshment of existing and/or development of new DME guidance support the field with the Our Impact integration into programming 
    • Develop, update and manage Our Impact Our Story business requirements for the MVP1 (and later releases) to ensure that new data ecosystem enables smooth and efficient Partnership (and regional) Impact Measurement & Reporting
    • Find alternative solutions for user centric Partnership Impact Measurement and Reporting to address new data ecosystem limitations ongoing basis

    Our Impact Our Story Impact Frame and Indicator Management

    • Lead the process of Our Impact Frame maintenance with its Impact Statements, Themes and strategic indicators
    • Observe and identify any critical changes needed to the Our Impact Frame and prepare an evidence-based business case for senior leadership for informed decision making about possible changes in the Our Impact Frame
    • Strategic leadership over the Our Impact Our Story Indicator Management
    • Coordinate and contribute to the process of indicator crowdsourcing to connect lower level indicators to the higher-level indicators. 

    Partnership Impact Report (PIR) Generation & Dissemination

    • Lead Partnership Impact Data and System Analysis to supervise the process of the Partnership Reach and Impact data analyses per Impact Statement, Theme, program type, funding stream, sector, SDG, donor priorities etc.
    • Lead the process of the development of the regular Partnership Impact Report
    • Lead the process of consultation with sector/functional leads to interpret Partnership Reach and Impact findings and provide recommendations
    • In partnership with key stakeholders (e.g. Integrated Ministry, F&D, DM etc.) lead the process of dissemination and socialization of the Partnership Impact Report and related findings among the SOs, FO, RO
    • Per consultation with respective key stakeholders lead the development of regional impact reports to identify region specific findings and recommendations.

    Impact Reporting Continuous Improvement on the Basis of Partnership Impact Results

    • Together with key stakeholders within and outside of the Strategy Evidence team closely assess quality of data submitted by the FO into the new data acquisition platform and identify key areas of improvement
    • Supervise Partnership Impact Data and System Analysts to lead quality assurance of reach and impact data submitted by the field
    • Work closely with the GC DME/Integrated Ministry team to prepare reach and impact quality improvement materials to support the field with continuous quality assurance

    Supporting Impact Communication & Knowledge Management

    • Work closely with the Partnership Evidence of Impact Communication Advisor to help transforming Partnership Impact resources into WV’s impact communication materials
    • Work closely with the Partnership Evidence of Impact and Knowledge Management Director in order to help with managing knowledge and information generated as part of the regular impact measurement

    Other

    • Support successful realization of new initiatives and projects of the Strategy Evidence Team evolving gradually

    Knowledge and Education

    • Masters level or equivalent in Social Sciences, Development Studies, Humanitarian Assistance or any related field
    • At least 7 years of working in the field in the area of reach and impact measurement and reporting
    • At least 3 years of working in the primarily grant funded fragile context
    • At least 5 years of experience in monitoring and evaluation work for a development agency
    • Recent field experience of tracking impact across different funding streams and program types (development, humanitarian aid, advocacy)
    • Practical skills and experience in developing and managing the development of monitoring and evaluation systems (including standard indicators, instruments, data collection and analysis)
    • Proven experience managing a diverse virtual team
    • Proven experience of building collaborative relationships across different functions and units
    • Proven ability to work successfully in cross-cultural context
    • Strong communication skills, both written and verbal, including technical writing
    • High proficiency in statistical analysis
    • High proficiency in various statistical software of data science (e.g. STATA, R etc.)
    • Excellent qualitative and quantitative data analytical skills
    • Experience with evidence building principles and methodologies
