    Postmaster General / Chief Executive Officer

    JOB DETAILS:

    The Postal Corporation of Kenya is a commercial State Enterprise operating under the PCK Act. 1998 The Corporation's mandate includes provision of accessible, affordable and reliable Postal services to all parts of Kenya as a Public Postal Licensee. Communication through the Post Office forms part of the basic human right as ensured in the 1948 United Nations Charter. To enable PCK discharge its functions, it has put in place a strategic business plan to ensure efficient delivery of services to its esteemed customers. The Corporation invites interested and qualified applicants to fill the position of Postmaster General / Chief Executive Officer.

    Job Purpose

    The Postmaster General/CEO reports to the Board and provides strategic leadership for the Corporation The holder of this position effects the Corporation's mandate of providing end to end. innovative, reliable Mail. Courier. Logistics. e-Commerce and Payment Services to the Customers and Stakeholders. The Postmaster General is the spokesperson of the Corporation and ensures effective management of its assets and human resource to maximize profits.

    Functions

    • Accounting Officer of the Corporation;
    • Provides coherent leadership of the Corporation, conveying and executing the Vision. Mission and Strategic intent of the Corporation;
    • Responsible for the day-to-day management and operations of the Corporation and shall have control over all Human Resource and other activities of the Corporation.
    • Guide in the development of relevant National policies and legislation in regard to the digital transformation, communication, logistic and financial services sector;
    • Oversee the preparation and implementation of the Corporate Strategic, and Annual Work Plans;
    • Oversee the formulation and implementation of Policies and Plans governing the Corporation in liaison with the Board and other relevant Authorities;
    • Oversee effective communication between the Board. Management. Staff and other Stakeholders.
    • Oversee achievement of the Corporation's financial, operating goals and objectives;
    • Oversee the development and implementation of the annual operating budget and procurement plans;
    • Oversee compliance to all Constitutional provisions. Acts of Parliament. Statutory provisions. Local and applicable International Regulations;

    Job Specifications

    An attractive remuneration package and benefits determined in line with the prevailing public sector guidelines, shall be offered to the successful candidate :

    • Bachelor's Degree;
    • Master's Degree:
    • Professional qualification and membership to a professional body where applicable:
    • At least Fifteen (I5) years proven experience in a relevant field, five (5) years of which must have been at the level of senior management:
    • Experience in Strategic Leadership development and/or Corporate Governance
    • Have a thorough understanding of public sector policy and reforms, corporate planning and relevant legislations and
    • Have knowledge and understanding of e-commerce and logistics.

    Method of Application

    Shortlisted candidates will be required at the time of the interviews to satisfy the requirement of Chapter Six of the Constitution and be in possession of the following documents;

    • Certificate of Good Conduct from the Directorate of Criminal Investigations.
    • Clearance Certificate from the Higher Education Loans Board.
    • Tax Compliance Certificate from the Kenya Revenue Authority.
    • Clearance from Ethics and Anti-Corruption Commission, and
    • Clearance report from an Approved Credit Reference Bureau.

    An attractive remuneration package and benefits determined in line with the prevailing public sector guidelines, shall be offered to the successful candidate. The terms of engagement shall be contract for a period of three (3) years which may be renewed once subject to satisfactory performance.
