    Principal Legal Officer

    Remuneration and Benefits

    • Basic Salary Scale: KShs. 116,410 – KShs. 151,334 P.M.;
    • House Allowance: KShs. 45,000 P.M.
    • Commuter Allowance: KShs. 13,000 P.M.
    • Annual Leave Allowance: KShs.12,500 P.A.
    • Medical Cover and Other Allowances: As provided by KMFRI
    • Terms of Service: Permanent and Pensionable.

    Job Specifications

    The duties and responsibilities of the officer will entail:

    • Advising the Institute on legal matters that may arise in its operations;
    • Drafting and vetting contracts, agreements and other legal documents;
    • Following up on cases filed against the Institute and ensure proper preparation of legal reports and opinions;
    • Initiating legal action on behalf of the Institute on recovery measures;
    • Developing, implementing and reviewing legal policies and procedures to ensure that they are in accord with the existing legislation;
    • Negotiating for contracts on behalf of the Institute;
    • Coordinating service providers in legal matters involving the Institute;
    • Advising the Institute on the legislation that affect the Institute and changes made thereof;
    • Monitoring compliance with regulatory and legislative requirements;
    • Providing of day to day legal and regulatory support to the functional areas covering general compliance queries and reviews;
    • Liaising with external lawyers on all cases filed against the Institute to ensure instructions, witnesses and statements are procured on time;
    • Developing, implementing and reviewing legal policies and procedures to ensure compliance;
    • Working collaboratively with other organizations and networks where appropriate, locally, regionally and internationally to improve the Marine and Fisheries legal sector;
    • Initiating review of Marine and Fisheries research legal instruments and Marine and Fisheries research policy documents on behalf of the Institute;
    • Keeping track and updates of the amendments and changes of international Marine and Fisheries research legislations and other Kenyan laws;
    • Initiating the drafting of contracts, agreements and Memorandum of Understanding related to Marine and Fisheries affairs;
    • Engaging and liaising with stakeholders on behalf of the Institute on legal matters;
    • Advising on alternative dispute resolution measures; and
    • Initiating legal research and assignments related to Marine and Fisheries research.
    • Providing input in the preparation of the budget and work plan for the Department to help in allocating financial resources and match operational requirements with available funds.
    • Allocating work to subordinates to ensure targets are met and time is properly utilized.
    • Preparing performance contracts with subordinates to direct their efforts to meet the required targets which contribute to achievement of the Institute’s mandate.
    • Providing Secretariat to the Senior Management Meeting and ensuring management decisions are converted to Board papers where applicable;
    • Evaluating the performance of subordinates to ascertain efficiency and effectiveness in work performance in meeting the objectives of the Department; and
    • Mentoring, guiding and supervising subordinates through coaching and training to improve performance.

    Person Specifications

    For appointment to this grade, a candidate must have:

    • At least six (6) years of relevant work experience three (3) of which should be in a supervisory level in a comparable position in public and private sector;
    • Bachelors of Laws degree from a recognized university;
    • Post graduate Diploma in Law from the Kenya School of Law;
    • Admitted as an advocate of the High Court Kenya;
    • Member to the Law Society of Kenya;
    • Current Practicing Certificate;
    • Minimum K.C.S.E C+ (Plus) or its equivalent;
    • Certified Public Secretary CPS (K) or its equivalent qualification from a recognized Institution;
    • Membership to Institute of Certified Public Secretary of Kenya (ICPSK);
    • Supervisory Course lasting not less than two (2) weeks from a recognized institution;
    • Demonstrable good results in work performance;
    • Proficiency in computer applications; and
    • Meets the requirements of Chapter Six of the Constitution.
