    Programme Analyst, Humanitarian and DRR

    Duties And Responsibilities
    Contribute technically to the development of programme strategies in the area of humanitarian action and DRR:

    • Provide substantive inputs to the design and formulation of programme/ project concept notes, proposals and initiatives at national and regional level;
    • Identify opportunities, areas for support and intervention related to humanitarian and DRR programmes.

    Provide substantive technical support to the implementation and management of the humanitarian and DRR programmes:

    • Coordinate the development of project workplans, tracking matrix and budget monitoring;
    • Monitor implementation of humanitarian and DRR programme activities and projects;
    • Provide technical support to Country offices during call for proposals, procurement processes through reviews and feedback of critical documents;
    • Review, coordinate and monitor the submission of Country Offices financial and narrative semiannual and annual reports;
    • Organize training for UN Women and partners on Results Based Management and monitor implementation;
    • Support evaluation of humanitarian and DRR projects.

    Provide technical assistance and capacity development to project/programme partners:

    • Provide technical advice, guidance, and tools to country offices to support effective implementation of humanitarian and DRR activities;
    • Build and manage relationships with partners and country offices to support implementation of humanitarian and DRR interventions;
    • Conduct surveys and research to identify capacity building needs of Country Offices and partners and coordinate capacity building and training efforts;
    • Contribute to development of tools and strategies for capacity development of stakeholders and support in organizing and facilitating trainings.

    Provide technical inputs to the monitoring and reporting of the programme/project:

    • Monitor progress of implementation of activities and finances using results based management tools;
    • Organize quarterly review meetings for regional projects to exchange and share information on current progress on implementation process and identify areas of support;
    • Coordinate the development, consolidation, review, and submission of narrative reports to the donor focusing on results, outputs and outcomes;
    • Support capacity development on quality reporting;
    • Monitor and update projects in UN Women systems.

    Provide substantive technical inputs to the management of people and finances of the humanitarian programme:

    • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
    • Provide substantive inputs to financial reports.

    Provide substantive inputs to building partnerships and resource mobilization strategies:

    • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
    • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
    • Participate in donor meetings and public information events, as delegated;
    • Support Country Offices to prepare for donor visits.

    Provide technical support to inter-agency coordination on humanitarian action to achieve coherence and alignment of UN Women programmes with other partners in the region:

    • Provide substantive technical support to the Humanitarian Specialist on inter-agency coordination related activities by drafting background reports and briefs;
    • Participate in inter-agency coordination meetings as delegated.

    Provide substantive inputs to advocacy, knowledge building and communication efforts:

    • Develop background documents, briefs and presentations related to humanitarian action and DRR;
    • Coordinate the development of knowledge products, documentaries and best practices;
    • Organize for knowledge sharing events and activities including knowledge exchange visits and south to south learning;
    • Participate and contribute to UN Women humanitarian meetings and forums;
    • Participate in key regional and global forums as delegated.

    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

    Functional Competencies

    • Good programme formulation, implementation, monitoring and evaluation skills;

    Required Skills and Experience
    Education and Certification:

    • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
    • A project/programme management certification would be an added advantage.

    Experience:

    • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
    • Experience in the in humanitarian and disaster risk reduction is required;
    • Experience coordinating and liaising with government agencies and/or donors is desirable;
    • Experience in handling of web-based management systems is desirable;
    • Knowledge of results-based management is desirable.

    Language:

    • Fluency in English is required;
    • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish.)
