    Project Manager- Inclusive Health

    • This project aims to gain an in-depth understanding of the specific challenges faced by people with intellectual disabilities in Kenya in accessing health information and services, and place this within a health systems strengthening framework, to identify concrete recommendations that could address these challenges systematically. This initiative underscores the critical importance of inclusivity, evidence-based policy and advocacy, and active involvement of persons with lived experience in shaping a more equitable healthcare landscape for persons with intellectual disabilities in Kenya.
    • Under the supervision of the Country Manager, the Project Manager – Inclusive Health, will lead the implementation of the Health Systems assessment to identify barriers and enablers that persons with intellectual disabilities face in accessing health information and services in Kenya. This includes leading the desk review of available literature, mapping of key health and disability stakeholders that influence health policy and developing a joint advocacy plan with organisations of persons with disabilities to advocate for health equity for persons with intellectual disabilities.

    YOUR MISSION:
    Mission 1: Operational implementation
    Responsibility 1: Ensure the implementation of the project, in line with the logical framework and allocated budget

    • Lead project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
    • Ensure that activities and the associated resources are planned, and implement the action plan.
    • Ensure that activities are implemented in line with the project proposal and the allocated budget.
    • Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).
    • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
    • Prepare and manage partnerships with the project implementation partners.
    • Guarantee the proper archiving of information.

    Responsibility 2: Ensure that project implementation complies with the existing frameworks

    • Embody HI's values on a daily basis, and be a role model for inclusion in communication with colleagues and external stakeholders.
    • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.
    • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
    • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.
    • Ensure that communications materials for the project are produced in accessible formats.

    Responsibility 3: Ensure project monitoring, accountability and learning

    • Ensure project monitoring, specifically progress of activities and the expected deliverables.
    • Ensure that the project is accountable to the local stakeholders.
    • Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.

    Responsibility 4: Ensure project data management

    • Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
    • Ensure that data related to the project is collected and compiled in the project database.
    • Carry out regular checks and makes any necessary corrections to the project database.

    Responsibility 5: Coordinate the partners involved in the project

    • Establish a multi-stakeholder project task team to govern and guide the implementation of project activities. Develop a TOR for the task team and facilitate regular meetings throughout the project duration. Facilitate coordination meetings between project partners and other key health and disability stakeholders .

    Responsibility 6: Contribute to external project communication

    • Contribute to HI’s external influence by taking part in networks, when required.
    • Communicate about the project to partners, authorities and stakeholders when relevant.

    Mission 2: Lead the implementation of the Health Systems Assessment
    Responsibility 1: Lead desk review of literature on barriers to health for persons with intellectual disabilities and Stakeholder mapping

    • The Project Manager will seek the necessary ethics approvals for the assessment to be undertaken.
    • The Project Manager will lead the review of publicly available literature , research and other documents relating to each of the eleven indicators outlined in the Missing Billion Assessment Toolkit. This will include preparing an Annex listing the literature and online data sources used to inform the assessment.
    • Leveraging OPD networks and HI in-country presence, including previous experience on inclusive health, gender, and rights, the Project Manager will identify organizations and influential people who should be involved in and/or informed about the assessment and how they can influence/promote health policy and programming inclusive of persons with intellectual disability.
    • Lead the drafting of the Assessment Report, drawing on secondary data from the desk review, as well as information collected through the primary data sources (Key informant interviews, group discussions and site visits), to outline preliminary key findings on the extent to which different aspects of the health system and service delivery is accessible and appropriate to providing quality healthcare services and information to persons with intellectual disability.
    • Ensure validation of report findings with key project stakeholders.

    Responsibility 2: Interviews with stakeholders and focus group discussions

    • Conduct key informant interviews, either online or in person with representatives from government departments, development partners, service providers, professional associations, training and research institutions, and civil society organizations including organizations of persons with disabilities.
    • Conduct group discussions and one-to-one discussions with persons with intellectual disabilities to get a wide range of perspectives across the life cycle, and explore the different experiences of accessing health services that people face due to age and gender.
    • Ensure appropriate safeguarding measures are undertaken during the Group and individual discussions in regards to informed consent and supported decision-making, including in light of potential disclosure of gender based violence or child protection concerns.

    Responsibility 3: Undertake site visits to health facilities to assess access for patients with intellectual disabilities

    • Coordinate the planning and implementation of joint visits with self-advocates with intellectual disabilities to two health facilities – a regional referral hospital and a district primary health center to assess the accessibility to patients with intellectual disabilities. Complement Site visits with key informant interviews and group discussions by collecting observational information about accessibility, as well as reflections from frontline health workers.
    • Draft observations from site visits to inform the health systems assessment.

    Responsibility 4: Develop Advocacy Plan for future initiatives to promote inclusive-health systems strengthening

    • Coordinate an Advocacy planning workshop with OPD members and self-advocates with intellectual disabilities to support them to identify their priorities for advocacy, both to support self-advocacy, and policy advocacy.
    • Draft a Costed Advocacy Plan based on the findings of the Health Systems Assessment and the Advocacy Planning workshop, to identify key advocacy actions that could be taken to promote inclusive health systems strengthening that addresses the barriers faced by persons with intellectual disabilities in accessing the Health System.

    YOUR PROFILE :
    Educational background and experience

    • Degree in Public health, Health Sciences, medical professional, nursing, midwifery, community health or a related area of study.
    • At least 3 years of practical project management experience within the field of disability inclusion is essential.
    • Previous experience working with Civil Society Organizations to support advocacy on inclusive governance, is desirable. Previous experience in working with children or adults with disabilities (in particular persons with intellectual disabilities) is desirable. This can include lived-experience of disability, or as a support person.
