    Quality Assurance Associate, GS-6

    How can you make a difference?

    The incumbent will support the Quality Assurance Officer of Quality Assurance Unit/VISION Hub of Operations Section in the management of HACT related functions, with particular focus on assessment and assurance activities of HACT for KCO and implementing partnerships management.  The incumbent is expected to ensure effective planning, implementation and monitoring of HACT implementation in KCO. From time to time, under the guidance of the VISION Officer, the incumbent will also be expected to support in transactions processing for the country office.

    Support to HACT planning during the programming process

    • Participate in HACT planning and discussions and support the development and completion of HACT plans through research, collection, analysis and reporting of related information/data to facilitate planning and priority setting for HACT activities.
    • Participate in the preparation of HACT related materials/documentation to ensure incorporation of HACT in the country programming process.

    Support to implementation of HACT activities

    • Support with monitoring of the implementation of the HACT assurance plan
    • Together with qualified/experienced CO colleagues, support in undertaking spot checks of implementing partners to gain knowledge and experience.
    • Provide administrative support to external service providers in the execution of HACT activities to ensure timely and efficient delivery of results.
    • Assist with maintenance of records of relevant HACT related documentation, including CO decisions related to HACT. This will also include eTools related data.

    Review and use of HACT reports

    • Assist with recording and update of risk ratings of implementing partners in VISION through regular review of the Vendor Master and provision of information to relevant colleagues in the CO.
    • Share with implementing partners and CO staff HACT related reports, especially reports of assurance activities, to ensure adequate awareness and follow-up of identified issues.
    • Assist in the review of micro assessment reports of implementing partners to identify common weaknesses in financial and procurement management and propose capacity development actions that can be supported by UNICEF.
    • Assist in the review of assurance activity reports of implementing partners to identify issues that need follow-up and common weaknesses in financial and procurement management and propose capacity development actions that can be supported by UNICEF.
    • Assist in review and finalization of reports in eTools and allocation of action points to responsible staff

    Innovation, knowledge management and capacity building

    • Identify, capture, synthesize and share lessons learned from HACT and its implementation for integration into broader knowledge development planning and management efforts.
    • Participate in the design, planning and implementation of capacity development strategies/initiatives for implementing partners which can be supported by UNICEF through participation in review of reports of micro assessments and assurance activities of significant and high-risk partners.
    • Participate in the design and implementation of capacity development strategies/initiatives for CO staff to ensure that staff has the  knowledge and skills to fulfill their responsibilities related to HACT.

    Transactions Processing

    • Scrutinize and review VISION transaction requests ensuring all supporting documentation and relevant information is in compliance with rules and procedures.
    • Process transactions in VISION using the correct t-codes and related work processes accurately and timely.
    • Retrieve monitoring reports, in accordance with established timelines and procedures. 
    • Respond to requests/queries in relation to transactions handled by the Hub, track and monitor the incident throughout its life cycle, including verification and closure;
    • Log in requests related to the VISION hub into a central database for ease of monitoring

    To qualify as an advocate for every child you will have

    • Education: Completion of secondary education preferably supplemented by technical or university courses in a field related to the work of the organization.
    • Computer literacy and ability to effectively use standard office software, tools and technologies.
    • Experience: Six years of progressively responsible clerical or administrative work, of which at least one year is closely related to  support  of programme activities. Preference will be given to those who have working experience with SAP or similar  systems.
    • Language: Fluency in English and knowledge of local language (Kiswahili).
