    Regional NTD Programme Manager

    These are your responsibilities
    Programme and partnership management

    • Provide leadership on programme implementation, ensuring  progress towards elimination of NTDs is made, with focus on (but not limited to) onchocerciasis, lymphatic filariasis and trachoma.
    • Monitor progress towards disease elimination goals at the intervention unit level and highlight areas of concern for collective problem-solving with the national programme and other partners.
    • In liaison with the NTD team, country office and regional office staff, National NTD Programmes, and CBM’s institutional donor and philanthropy division, contribute to the development of new concept notes and proposals to grow CBM’s NTD work.
    • Contribute to planning and launching new NTD programmes in the assigned countries including MMDP (Morbidity management & disability prevention).
    • Draft project reports and support CBM NTD staff to provide accurate reports to donors.
    • Work in a collaborative way with the CBM Programme Delivery team in the region, to ensure that the NTD programmes follow the necessary internal planning, approval and reporting systems (programmes and finance)
    • Contribute to defining CBM’s strategy in the region, identify opportunities for new NTD programmes – particularly for comprehensive NTD programmes - and support the design and development of proposals.
    • Support the Regional Hub Office in the development and implementation of NTD programmes in CBM’s operational countries in the AFES region.
    • Line management of the Regional NTD Programme Finance Officer responsible for NTD programme systems and operations functions
    • Lead programme risks assessment and mitigation plans, assure compliance with COVID-19 risk reduction strategies.
    • Play an active role in CBMs NTD team meetings, contribute to the development and implementation of the CBM NTD programmes.

    Within South Sudan

    • Lead the coordination and collaboration with the NTD partners to ensure effective implementation.
    • Set up and maintain systems for the management of the CBM team ensuring efficient delegation of responsibilities and effective collaboration between programme staff in South Sudan (NTD Technical Coordinator, M&E Officer, project staff and consultants/advisors).
    • Provide clear communication channels with the MoH, with regular planning and review meetings, to maintain a close, supportive relationship.
    • Respond quickly with accurate information, to all communications and requests from the Finance and Operational Development team (FaOD) and implementing partners
    • Attend (or delegate attendance at) all meetings ensuring CBM plays a leading role in the national NTD Stakeholders Forum and other fora (e.g. Supply chain, WASH, NTD Taskforce).
    • Provide guidance to the national NTD programme on the design and implementation of MEAL systems, in line with donor and WHO and other standards;
    • Provide guidance to the National Programme on the application of WHO, ICTC and other policies/guidance notes – including ways of working during the COVID-19 pandemic.
    • Provide support to strengthen the National NTD Programme’s data management systems and ensure CBM’s data management requirements are met.
    • Coordinate  and ensure accurate and timely reporting for the South Sudan NTD programmes

    Networking and representation

    • Build and maintain excellent working relationships with counterparts in the Ministries of Health and other NGOs in the assigned countries.
    • Liaise with national and regional NTD stakeholders, WHO and government institutions relevant for NTD programme implementation and development.
    • Promote multi-sectoral programme approaches with all relevant stakeholders.
    • Participate at relevant stakeholders’ meetings, conferences, and workshops at national, regional NTD conferences. 
    • Represent CBM at disease-specific and cross-sectoral coalitions and alliances

    Communications

    • Maintain day-to-day communication and sharing of programme updates with relevant CBM NTD Team members and routine exchange with external partners.
    • Oversee the recording of NTD interest stories and photos from the communities served.
    • Contribute to the production of the annual NTD report.
    • Maintain up to date information on NTD programmes within CBM, through internal platforms

    Other

    • Attend and contribute to IEHI annual meetings, NTD meetings, and other internal meetings and communities of practice.
    • Contribute to NTD team’s administrative tasks when essential.
    • Uphold CBM’s mission, vision, and values.

    These are your qualifications

    • Degree in Community Development, Social Science, Public Health, Tropical Medicine or equivalent knowledge gained through working expertise
    • At least 5 years proven work experience in Public Health and preferably Neglected Tropical Diseases (NTD) programmes, and of collaboration with Ministries of Health
    • Sound experience and knowledge of project cycle management including program design, programme management and M&E systems.
    • Experience of working in partnerships and consortiums, preferably with experience of managing partners.
    • Good financial monitoring skills with experience of implementing projects and overseeing budgets  of large institutional funded programmes.
    • Sound understanding of international trends and standards in onchocerciasis, lymphatic filariasis and trachoma, and other NTD work.
    • Expertise on trachoma programme management is an advantage
    • Strong understanding of the key organisations involved in global NTD work including NTD networks.
    • Experience of working in insecure environments.
    • English (professional proficiency). Fluency in French desirable
    • Computer literacy, including experience with use of Microsoft packages such as Outlook, Excel, Word, and PowerPoint
    • Working knowledge of data management tools (eg Kobo Collect, ESPEN Collect) desirable
    • Working knowledge of GIS tools desirable
