    Regional Protection against Sexual Exploitation and Abuse (PSEA) Adviser EA

    The purpose of this role is to strengthen NRC’s systems for preventing and responding to acts of sexual exploitation and abuse committed by its staff or by those associated with the organisation, whether against beneficiaries, NRC representatives, implementing partners and any other stakeholders. Additionally, this role will deliver context appropriate awareness-raising activities, provide general guidance & feedback on pertinent documents, and collaborate with to NRC staff and decision makers to identify relevant types of prevention and mitigation measures that address larger cross-cutting safeguarding issues. In addition, the PSEA Adviser will also be responsible for conducting internal and administrative investigations of SEA, sexual harassment, and all forms of child abuse in line with NRC procedures.

    The incumbent will work closely with the Global & Regional Risk Management Section, the Regional Management Group, NRC Country Directors, and a variety of staff across NRC programmes in the region. She/he will report to the Regional Office and have a strong technical line to the Global Head of Protection against Sexual Exploitation and Abuse and Safeguarding on all SEA cases and PSEA efforts.

    Responsibilities;

    • Lead efforts to sensitize and empower: (i) all NRC staff (at both Regional Office and all the Country Office level), (ii) NRC representatives and implementing partners on PSEA and Child Safeguarding.
    • Continuously provide technical guidance and support PSEA & Child Safeguarding focal points in country offices to ensure they can sensitize NRC staff, partners, vendors and affected community members on PSEA and Safeguarding.
    • Collaboration with other NRC departments, other PSEA actors in different regions and at Head Office with the purpose to identify and assess SEA and child abuse risks in NRC programs and operations.
    • Provide the accountability team with technical guidance to ensure that complaints mechanisms work effectively.
    • Develop and deliver trainings and other awareness raising and capacity building activities on PSEA, Child Safeguarding and NRC procedures for preventing or responding to reported SEA cases.
    • In consultation with other Departmental Heads, develop and advise on strategies, tools, and guidelines for PSEA.

    Specific Responsibilities;

    Sensitization and Dissemination of PSEA and Child Safeguarding Policies

    • Working with Learning & Development Unit, agree on the sensitisation/ awareness & training modules, plan & timelines on PSEA and child safeguarding policies (induction, refresher knowledge);
    • Contextualize outreach tools and project-specific protocols for NRC staff; Contribute to the design of strategies to reduce the risks of SEA and child abuse resulting from programmatic design.

    Reporting and Management of Incidents of SEA and Child Abuse

    • Acknowledge receipt of SEA complaints received and document them in NRC's incident management system in line with NRC Triage & Response procedures. 
    • Oversee and support in the mapping of service providers and referral pathways for survivors/victims of SEA and/or child abuse.

    Risk Mitigation Analysis and Planning

    • For each NRC Core Competency, identify the activities and stakeholders that pose the greatest risk of SEA and child abuse and propose action plans to reduce and prevent these risks.
    • In support of the Human Resources department, ensure that issues related to SEA and child abuse are reinforced in the recruitment process (JDs, job interviews, reference checks, contracting).
    • Working with programme teams to ensure that implementing partners are aware of NRC`s PSEA policy and agree with the principles.
    • Propose contractual clauses relating to PSEA and child safeguarding policies and ensure their inclusion in all contracts that NRC signs with implementing partners, vendors / suppliers.

    Professional Competencies:

    • University degree or equivalent in in social sciences, human rights or any other related field. 
    • 3-5 years of relevant experience of working on prevention of and response to SEA, ideally within the humanitarian field, including SEA Investigation Management with a thorough understanding of the safety and protection needs of survivor(s) and others related to SEA allegations.
    • Relevant experience of conducting sensitive investigations (administrative or criminal) using the PEACE Model of interviewing.
    • Formal training and or certification in investigative methodology desirable
    • Experience of working in complex and volatile contexts.
    • Strong facilitation and presentation skills and ability to deliver sensitive messages appropriately to a variety of audiences, building a sense of engagement.
    • Excellent communication skills, with a strong emphasis on active listening
    • Fluency in English both written and verbal
    • Proficiency in another language highly desirable (particularly Amharic, Arabic, Swahili)

    Context/Specific skills, knowledge, and experience: 

    • Knowledge of the context in the larger Eastern Africa & Yemen region desirable 
    • Able to represent the organisation at a strategic level within the PSEA, Safeguarding and investigation fields.
    • Experience with administrative investigations 
    • Relevant experience in the humanitarian sector ideally in conflict or post-conflict settings
    • Experience in conducting survivor centered approaches when handling cases of sexual exploitation and abuse in humanitarian settings.
    • Clear ethical focus, high integrity, and ability to confidentially handle sensitive information.
    • Attention to detail, and ability to manage/support on SEA incidents/cases.
