    Senior Manager Consumer Education

    TERMS OF SERVICE

    Five (5) years Contract renewable subject to performance

    Job purpose

    Responsible for creating awareness and enhancing understanding of insurance concepts by providing information and objective advice to stakeholders on insurance to enable them make informed decisions. In
    addition, officers in the department will be charged with the responsibility of industry capacity building.

    Job Specifications

    The duties and responsibilities will entail:

    1. Managerial / Supervisory Responsibilities
      1. Oversee Formulation of effective strategies, policies and programmes for consumer education to ensure the Authorities achieves its mandate;
      2. Review reports on insurance awareness and literacy gaps and make recommendations to management for effective decision making;
      3. Oversee formulation and implementation of consumer education programmes to ensure enhanced understanding of insurance concepts by members of the public;
      4. Oversee implementation of needs assessment and baseline surveys to determine value-for-money on the department’s intervention;
      5. Review monitoring and evaluation reports for outreach activities and make recommendations to management for effective decision making;
      6. Review progress reports on consumer education training and outreach activities and make recommendations to management;
      7. Prepare Board and management reports in matters relating to consumer education;
      8. Participate in the development and review of the Authority’s strategic plan;
      9. Develop, implement, monitor and evaluate the risk assessment framework for the department;
      10. Oversee development of Concept Papers and Terms of Reference (TOR) for the programs/activities of the department to ensure they are in line with the authority’s mandate;
      11. Participate in development of a consumer education strategy and annual work plan for approval by the Board to guide the Directorate’s work;
      12. Oversee compliance and direct the implementation of the Risk Management Policy Framework; and support management in ensuring that the framework is integrated in the day-to-day activities of the department.
    2. Operational Responsibilities / Tasks
    3. Oversee Identification of gaps in law and recommend legislative changes.
    4. Oversee development of Information, Education & Communication (IEC) materials
    5. Manage development and delivery of financial education and outreach programmes;
    6. Coordinate development of the Work plan and Procurement plan for the Department;
    7. Coordinate through experts on development of training materials for target sectors;
    8. Ensure timely implementation of agreed action arising from audit recommendations.
    9. Responsible for the management of events that have an impact on the achievement of the department’s operational objectives.
    10. Coordinate implementation of the risk management framework across the Authority to ensure adequate mitigation of risks.
    11. Manage compliance with the Directorate’s standard operating procedures;
    12. Participate in development of the Directorate’s budget and procurement plans to facilitate execution of the annual work plan.
    13. Supervise, appraise, coach and mentor direct reports;
    14. Ensure professional standards are maintained by direct reports.
    15. Responsible for the management of events that have an impact on the achievement of the department’s operational objectives.
    16. Manage implementation of the risk management framework across the Authority to ensure adequate mitigation of risks.
    17. Ensure compliance with the Directorate’s standard operating procedures;
    18. Participate in development of the Directorate’s budget and procurement plans to facilitate execution of the annual work plan.
    19. Supervise, appraise, coach and mentor direct reports;
    20. Ensure professional standards are maintained by direct reports.

    Persons Specifications

    • Master’s degree in Commerce, Statistics, Insurance, Actuarial, Education, Communication, Finance, Risk Management, Economics, Laws, ICT, Business Administration or its equivalent.
    • Bachelor’s degree in Commerce, Statistics, Insurance, Actuarial, Education, Communication, Finance, Risk Management, Economics, Laws, ICT, Business Administration or its equivalent.
    • Leadership Course lasting not less than four (4) weeks

    OR

    • Management Course lasting not less four (4) weeks
    • Supervisory Course for not less than two (2) weeks;
    • Proficiency in Computer applications
    • Twelve (12) years relevant experience eight (8) of which should be in senior management position
    • Professional qualifications in Insurance, Financial Analysis, Accounts, Law, Investment, Audit or its approved equivalent.
    • Membership to a relevant professional body
    • Meets provision of chapter six of the Constitution.
