    Senior Marine Pilot

    Overall Objective

    Reporting to the Chief Pilot, the job holder is responsible for supporting the Head of Marine Operations in facilitating the safe and efficient conduct of navigation of vessels and floating structures (Platforms) which require the
    services of an authorised pilot and advise the ship masters whilst carrying out nautical manoeuvres within Ports, Harbours and geographical limits of pilotage areas in order to ensure safety and security conditions are met as
    per relevant Port and harbour Regulations, 1970 and other such statutoryand contractual provisions.

    Tasks & Responsibilities

    1. Participate in the proper management and evaluation of VTS through annual audits and reviews of performance in accordance with KPA performance charter, recommending improvements where necessary.
    2. Propose training needs for Pilots and advice on revalidation of certificates of competence.
    3. Serve in Management Committees on appointment.
    4. Liaise with the Head of Marine Operations to ensure port authority rules and regulations are enforced throughout the port and implement safety procedures to provide a safe and productive Marine environment.
    5. Attend to complaints and claims from internal and external customers within the line of duty.
    6. Act as the Authority’s representative on board vessel to safeguard all facilities and a liaison between Ship’s Master and Port Authority while on board.
    7. Acts as the Authority’s representative on board vessels in the event of an emergency.
    8. Assist as the Head of Marine with the implementation of marine, security and emergency duties as required.
    9. Perform the duties of the duty Harbour Master after office hours in liaison with the Chief Pilot.
    10. Take command of KPA marine crafts when required and during operations beyond port limits.
    11. Assist with the coordination and execution of Port Emergency Management Plan.
    12. Act as port emergency on scene-coordinator in the event of any marine emergency.
    13. Co-operate fully with any relevant investigation into incidents involving maritime safety.
    14. Reports any shortcomings in maritime and security affairs observed while carrying out pilotage duties to the relevant authorities.
    15. Liaise with the relevant parties and advises hydrographic office on navigational charts, navigational warning and hydrographic reports.
    16. Attend and participate in consultations and meetings that are relevant to maritime issues.
    17. Undertake relevant training as required by the Authority.
    18. Conduct induction and on job training for trainee pilots and new entrants and advise on their progress, ultimately to unrestricted pilot license.
    19. Strictly complies with the Pilots’ Code of Conduct.
    20. Participate in the preparation of budget in Pilotage services.
    21. Undertake tasks not specifically referred to above but consistent with the role of Marine Pilot as may be required by and agreed with the Head of Marine Operations from time to time.
    22. Comply with staff regulations, Harbour Regulations 1970, Circulars andmNotices issued from time to time.
    23. Take charge/assist in provision of VTS services when required, supervise the VTS control room staff, monitor operations of various radio communication and communicate directly with ships, crafts or other stations.
    24. Ensure attainment of performance targets in pilotage and other marine operations.
    25. Ensure that safe working procedures are adhered to at all times.
    26. Initiate agreed emergency procedures, direct movements of all available crafts in the event of an emergency and notifies the Head of Marine
    27. Operations of all emergencies thereby acting in the best interest of the Authority at all times.
    28. Carry out Pilotage duties within the adjacent Private jetties, dry docks and floating docks.

    Skills & Attributes:

    1. Certificate of Competence Master Mariner Class 1 (FG) unlimited
    2. BSc. in Nautical Science, Or
    3. Higher Diploma in Nautical Science from a recognized institution.
    4. Good knowledge in port Infrastructure and Operations.
    5. A total of at least 10 years sea time experience or having served as a chief officer for at least 2 years in a Foreign going vessel.

    Shortlisted candidates will be required to present VALID clearance certificates from the following institutions during the interview:

    1. Police Clearance Certificate (DCI Clearance Certificate)
    2. Higher Education Loans Board (Clearance Certificate)
    3. Kenya Revenue Authority (Tax Compliance Certificate)
    4. Ethics and Anti-Corruption Commission (Self Declarations form); and
    5. Credit Reference Bureau (Credit Report and Certificate of clearance)
