    Senior Monitoring and Evaluation (M&E) Specialist

    Responsibilities

    • The M&E Specialist will provide the overall technical direction to ME&A's team on monitoring methodology and data analysis. S/he will support the COP in the completion of the analytical tasks in the Scope of Work. The Senior M&E Specialist will also engage in M&E and research projects through, developing timelines, developing research instruments, coordinating outreach/activities collecting data, analyzing data, writing reports, and preparing and facilitating presentations/workshops. The ideal candidate will be a dynamic individual who will bring experience coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.

    Qualifications
    Education + Experience Requirements

    • At least six (6) years of progressively responsible experience related to M&E and a bachelor's degree in international affairs, social science, statistics, or another related field.

    OR

    • At least four (4) years of progressively responsible experience related to M&E and a master's degree in international affairs, social science, statistics, or another related field.

    Other Required Experience

    • At least five (5) years of experience conducting quantitative and qualitative field research in an overseas environment and/or in conflict zones or complex humanitarian emergency situations.
    • Demonstrated capacity to assemble and write an analytical product based on qualitative and quantitative data.
    • At least five (5) years of experience providing technical support to M&E support projects.
    • Experience designing and/or facilitating staff M&E training and/or supporting M&E capacity-building initiatives in a humanitarian, development, or transition context.
    • Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, key informant interviews, and small- and large-scale surveys.
    • Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, shelter, protection, and food assistance.
    • Fluency in Arabic combined with strong English oral and written communication skills.
    • Proven ability to manage a team to ensure timely and quality submission of project deliverables.

    Desired Experience

    • Experience providing technical support to third-party monitoring projects.
    • Experience working in sensitive contexts.
    • Demonstrated experience with gender and social inclusion or experience in protection programming, including gender-based violence.
    • Experience with USAID programming.
