    Senior Principal Environment Officer

    Job Specifications

    Duties and responsibilities at this level will include but not limited to:-

    1. Ensuring compliance with Environmental Management Coordination Act (EMCA), 1999 & its regulations to safeguard the environment;
    2. Coordinating all environmental matters at the County level including formation of County Environment Committee;
    3. Coordinating preparation of field work plans, budgets and procurement plans;
    4. Ensuring quality control for licensing processes and environmental audits at the County level;
    5. Coordinating inspections, incident management and enforcement actions;
    6. Enhancing public awareness, environmental education and coordinating environmental events in the County;
    7. Mobilizing the public to participate in environmental conservation and management;
    8. Ensuring County government develop the necessary capacity for environmental management;
    9. Coordinating environmental training assessments in line with NEMA’s core mandate with relevant lead agencies;
    10. Coordinating development of County Environment Action Plan (CEAP);
    11. Ensuring prosecution of environmental offenders within the area of jurisdiction;
    12. Coordinating monitoring of the state of terrestrial ecosystems on a regular basis;
    13. Coordinate rapid assessment and inventory of terrestrial ecosystems;
    14. Ensuring creation and updating of environmental data bases;
    15. Coordinating implementation of relevant multi-lateral environmental agreements (MEAs) and donor funded projects;
    16. Liaising with lead agencies, NGOs and the public in environmental management of terrestrial ecosystems;
    17. Coordinating implementation of programmes to address climate change, air quality and desertification; and identifying and verifying appropriate measures to prevent pollution and environmental degradation;
    18. Providing support for managerial and decision making processes at the County level;
    19. Providing regular and timely feedback on implementation of work plan and performance contract targets;
    20. Supervising, Developing, training, guiding and appraising County Staff.

     Requirements for Appointment

    For appointment to this grade a candidate must have;

    1. Bachelor’s degree in any of the following field; Environmental Management, Chemistry, Biology, Chemical Engineering, Environmental Engineering, Environmental Studies, Environmental Science; Biochemistry, Natural Science, Community Development or any other relevant field from a recognized institution;
    2. Master’s degree in any of the following field: Environmental Management,Chemistry, Biology, Chemical Engineering, Environmental Engineering, Environmental Studies, Environmental Science; Biochemistry, Natural Science, Community Development, Disaster Management, Project Management or any other relevant field from a recognized institution;
    3. Management course lasting not less four (4) weeks from a recognized Institution;
    4. A minimum period of ten (10) years in relevant work experience and at least three (3) Years’ in a management role in Public Service or Private Sector;
    5. Proficiency in Computer Applications;
    6. Fulfil the requirements of Chapter 6 of the Constitution and;
    7. Shown merit and ability as reflected in work performance and results.
