    Senior Programme Officer – GLP

    The Senior Programme Officer (SPO) is responsible for co-ordinating the daily programme activities and execution of the USAID funded Global Labour Programme, by working closely with partners and programme delivery team.  This role will provide support and coordination for the Global Labour Programme, ensuring all program objectives and goals are met in compliance with USAID regulations. The post holder will also support the Chief of Party in managing relationships with consortium partners and key stakeholders.

    The SPO will be responsible to the Chief of Party, KCO, OP&F and the programme governance and implementation groups for the progress of the GLP . The role is diverse and will suit a person interested in varied and challenging work in a dynamic organisation.

    Key accountabilities:  

     Programme planning and implementation (40% of time)

    • Manages all aspects of the project cycle with the partners to ensure effective planning, implementation, monitoring and evaluation, financial management, reporting and documentation is delivered for the project.
    • Work with Programme Management Unit and all members of the consortia to coordinate implementation of programme activities and sharing of lessons learned
    • Travel to the field to monitor programme implementation and provide technical assistance
    • Feed backing to and working with internal and external technical experts including the Global Technical Leads, MERL, IFT, Research, SBC and other leads as required

    Working with Partners (20% of time)

    • Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
    • Develop and maintain harmonious and productive working relationships with all key stakeholders including USAID, Consortium partners, relevant government agencies, Trade Unions and other Civil Society organizations

    Financial & Resource Management (10% of time)

    • Support the PMU and partners in in the preparation of budgets and forecasts.
    • Monitor expenditure of project financial resources in liaison with the Finance Officer and the Chief of Party

    Information management (10% of time)

    • Ensure programme information flow is maintained across the programme partners
    • Ensure that the GLP Project Management Unit, (based in the Kenya ) receives appropriate materials and information to support donor-reporting requirements.

    Advocacy and Strategic Alliances (20% of time)

    • Build effective partner relationships and support longer term relationships that go beyond the duration of the project by disseminating information and advocating for Sightsavers work.

    Qualifications and experience:

    • Substantial experience implementing programmes in developing Country contexts, including experience of the disability sector.
    • Demonstrable experience with labour rights and disability inclusion including skills training/development, and partner engagement.
    • A tertiary qualification (Bachelors or above) in education, social sciences, development studies or public health.
    • Familiarity with national legislation and policies in the field of disability, human rights
    • Experience implementing programmes, including experience of the disability sector, economic empowerment, and gender mainstreaming.
    • Experience of designing, managing, and carrying out advocacy work for social inclusion/disability programmes.
    • Experience providing technical assistance to other organizations.
