    SHE & Security Officer

    Key Challenges

    Safety, Health, Environment (SHE)

    • Supports and advises management on all SHE matters, promoting compliance with local regulations and Roche SHE objectives.
    • Implements strategies for SHE compliance, risk management, and fostering a safety culture based on Roche EA operations (e.g., Business Continuity Management).
    • Develops, implements, and maintains SHE policies, procedures, and directives and supports communication of SHE information to ensure organizational compliance awareness, and Compiles, documents, and reports SHE KPIs and goals. 
    • Ensures risk analysis is implemented, documented, and maintained for Roche EA. Reports critical SHE situations to Group SHE and ensures all relevant SHE reporting meets global and regional requirements and deadlines.
    • Conducts incident investigations and broad risk assessments to minimize SHE risks and prevent recurrence.
    • Develops, implements, and coordinates/conducts SHE inspections and audits. Assists with or leads external audits, tracking resolution of issues and corrective actions.
    • Develops emergency planning policy and teams. Responds to emergencies (e.g., emergency response, business continuity teams) and maintains Roche's internal emergency management system and monitors business continuity, collaborating with Regional SHE.

    ​​​​​​​Bio-safety 

    • Creates, develops and revises the local biosafety policy, rules, and procedures taking into account the local legal and Roche Group requirements (K17), divisional standards (e.g. DS-23 / DCS-001) as well as industry good practice where applicable (e.g. WHO Laboratory Biosafety Manual).
    • Ensures with responsible line management that a risk assessment of processes involving potentially infectious materials has been performed and that a periodic revision of this risk assessment takes place.
    • Supports line management to close biosafety-related gaps arising from risk assessments, incident reports, walk-through surveys, self-assessments, etc..
    • Checks that workplaces or facilities where contaminated instruments are handled or stored are in compliance with the appropriate biosafety level and with local legal requirements. This can be done by regular inspections and surveillance.
    • Supports line management in regular documented training of associates working with potentially infectious materials, including contaminated instruments.
    • Supports line management with the requirement that there is a procedure in place to report incidents or accidents with potentially infectious materials and that  appropriate personnel are trained in this procedure. 
    • Ensures that guidelines and procedures are in place for the disposal of biological waste that are in accordance with local laws and regulations. If tasks are outsourced, then the BSO helps to ensure that a vendor is selected and qualified according to K15 and K17 requirements.
    • Coordinates interactions between the site and the local authorities in charge of biosafety matters as well as with Group SHE. In particular, this implies the verification that the site fulfills all requirements for notification and permits.
    • Authority - May stop any type of activity in case of imminent danger related to biological exposure. May issue detailed biosafety regulations for the site.

    Security

    • Monitors, documents and follows-up security related incidents, near misses and assesses the local security exposure and proposes the necessary preventive measures.
    • Is proactively involved in major projects (also in design phase) representing the security stake and requirements.
    • Establishes and maintains close contacts with (law enforcement) authorities/police and professional organizations and associations.
    • Planning, consulting and control regarding: Physical security: (Access control to the site, buildings, special zones/floors and rooms, Issue of badges for Roche employees, visitors, contractors)
    • Personnel security (Briefing/training of staff regarding activist action/demonstration (onsite/at private homes)
    • Briefing of business travelers going to high risk countries based on iSOS & TravelOracle/healix travel advisory
    • Investigation of incidents together with local management and other departments (including counterfeits detected in the country), critical issues/cases related to security
    • Active role in handling of suspect counterfeit cases

    Key Relationships

    • Internal - Group SHE, Procurement, CRS / Professional Service, Facilities/Admin Team
    • External - 3PL and External Distributors, Air freight / Cargo companies, Waste Management companies, Regulatory Authorities

    ​​​​​​​Who You Are as an Ideal Candidate

    Qualifications

    • Bachelor's degree in Occupational Health and Safety, Environmental Science, or related field.
    • Knowledge of occupational safety and health, environmental laws and regulations
    • Knowledge of risk management

    ​​​​​​​Experience

    • Minimum of 3 years of experience in administering safety, health & environmental programs, preferably in a biotech, pharmaceutical, diagnostics, chemical or relevant industry required.
    • Experienced Auditor
    • Ability to identify issues and make sound decisions under conditions of risk and uncertainty
