    National Evaluation Specialist, Prudence Foundation SAFE STEPS Evaluation

    The objective of the SAFE STEPs program is to help communities protect themselves from disasters by providing lifesaving information. As part of the program’s implementation, SAFE STEPs has partnered with National Media Group (NMG) for their outreach campaign.

    The evaluation will use a mixed methods approach to answer the evaluation questions outlined above by employing a mobile survey and interviews for data collection.

    The evaluation questions are as follows:

    • Who is receiving SAFE STEPs messaging?
    • What are the population characteristics of those who are receiving SAFE STEPs messaging?
    • To what extent are beneficiaries retaining the lessons from the awareness campaigns?
    • Do recipients of the campaign report improved awareness of safe driving, motorcycle, and pedestrian practices?
    • Are beneficiaries changing behaviors in response to messages?
    • To what extent do beneficiaries apply relevant behaviors in their everyday life?
    • Is the SAFE STEPs messaging associated with improved behaviors conveyed in the awareness campaign?

    Position Description:

    SI is seeking a Mid-level National Evaluation Specialist who will work with the Senior Evaluation Specialist/Team Leader and Social Impact evaluation team. The Specialist will conduct qualitative interviews of beneficiaries of the SAFE STEPs campaign in Kenya while ensuring the evaluation is contextually appropriate. Responsibilities are listed below. The estimated period of performance is four months, with work taking place remotely and in up to four states in Kenya, including Nairobi. Only candidates with Kenyan citizenship will be considered.

    The Evaluation Specialist will be expected to travel to up to four states to conduct qualitative interviews with beneficiaries of the SAFE STEPs campaign. The Specialist will also be expected to support the qualitative coding, analysis, and potentially report writing portions of the evaluation. Finally, there is the possibility of the evaluation being followed by a sense-making workshop, which the Specialist may be expected to attend and contribute to, based on the evaluation findings.

    Deliverables and Tentative timeline (subject to change):

    • Initial planning meeting - Early to mid-January
    • Data collection - January 16- February 3, 2023
    • Preliminary analysis - February 6-10, 2023
    • Validation event / sensemaking workshop - February 13-24, 2023
    • Qualitative coding - February – March, 2023
    • Final report - March / April, 2023
    • Timelines: January – April, 2023
    • Level of effort (LOE): TBD, likely approximately 20 days

    Responsibilities:

    • Provide evaluation and contextual expertise during evaluation planning, data collection, analysis and reporting processes in support of the Team Leader.
    • Participate in document review prior to fieldwork, and support planning and preparations for data collection.
    • Travel with evaluation team to evaluation sites (determined during work planning) and provide logistical support as needed
    • Lead key informant interviews and/or focus group discussions
    • Take and type interview notes
    • Support the preparation and presentation of the key findings and recommendations to Prudence
    • Complete data analysis, including qualitative coding, and summary tasks of qualitative and quantitative data as requested by the SI Evaluation Team.

    Qualifications:

    • Bachelor’s degree in related field (business, political science, economics, or related field).
    • 5 years of experience supporting or conducting mixed-method program evaluation or research in Kenya
    • Must be able to conduct interviews and analyze the resulting data
    • Demonstrated organizational skills, attention to detail, and ability to take detailed notes
    • Excellent oral and written skills are required.
    • Ability to work independently to meet deadlines and adhere to high quality standards
    • Fluency in spoken English required.
    • The candidate must be Kenyan and reside in Kenya
