    Social Protection Consultant

    JOB PURPOSE

    WFP in East and Central Africa (RBN) is increasingly prioritising its work in support of national social protection systems, in recognition of their potential to deliver SDG2 results at scale, and as a practical means of delivering across the humanitarian and development nexus. WFP recognizes the need to collaborate more strategically with humanitarian and development partners to better support governments to establish and strengthen their own social protection systems. WFP also recognizes the opportunity to better capture regional practices, to contribute to and leverage global organizational knowledge, and to more effectively support Country Offices in this regard.The RBN regional bureau provides support and oversight to the following nine countries: Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

     

    Experience:

    • A minimum of five years of progressively responsible experience in social protection related work, preferably in developing country contexts;
    • Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
    • WFP country level programming experience is considered an asset.

     

    Languages:

    Fluency (level C) in English language is required. French language skills are also highly desirable.

    Knowledge & Skills:

    • Strong analysis, written and verbal communication teamwork and negotiating skills, resourcefulness, initiative and maturity of judgement;
    • Demonstrated ability to engage with key stakeholders in social protection policy dialogues;
    • A willingness to travel.

    KEY ACCOUNTABILITIES (not all-inclusive)

    What you will do:

    Under the supervision of the Regional Social Protection Officer, the consultant will be expected to contribute to the effective and strategic positioning of WFP in the region with regards to social protection and safety nets programming. This will require close collaboration with WFP’s programme team and Country Offices. Key duties will include:

    • Provide advice and support to Country Offices (remotely and via travel) relating to their safety net programming and social protection support, to clarify ambiguities and ensure that policy and programme operations are consistent with regional standards, WFP policies, Executive Board decisions, and other relevant guidance.
    • Mission based support to Country Offices to support on specific projects, analyze key challenges and opportunities and make recommendations arising. Key themes include strategic planning / positioning vis a vis national systems, programme design and review, identifying research opportunities, and responding to government requests for support with delivery systems.
    • As relevant, identify and propose new regional initiatives (events, partnerships, publications etc.) to further support Country Office programming and WFP positioning. 
    • Provide technical advice and / or mobilize appropriate technical expertise as required to guide and inform WFP’s regional social protection portfolio.
    • Enhance WFP’s leadership status in relevant fora related to social protection and safety net programming through participation, briefings and dissemination of relevant information products.
    • Review key Country Office documents relating to social protection programming to ensure compliance with corporate and regional standards and strategic direction.

    DELIVERABLES AT END OF CONTRACT

    • Mission report(s) from all Country Office support missions
    • Consultancy report documenting key achievements, challenges and recommendations arising
