    Statistician/Analyst - CDC Strategic Use of Surveillance and Epidemiology -Kenya

    Project Overview and Role

    The aim of this project is to foster collaboration with the Government of Kenya (GOK) Ministry of Health (MOH), county health departments, and US PEPFAR program partners in the development, refinement, and implementation of HIV surveillance and epidemiology efforts, in order to contribute to program effectiveness, efficiency, and sustainability. Activities under this project will be aligned with the surveillance and epidemiology direction of the Kenya National AIDS Strategic Framework, National HIV Surveillance Strategy, and PEPFAR Kenya Country Operational Plans with an emphasis on HIV case surveillance (CBS; i.e., reporting and analysis of cases diagnosed with HIV for prevention, control and action) and recent infection surveillance (i.e., a system to rapidly detect, characterize, and intervene on recent infection among newly diagnosed HIV cases). Successful applicants will demonstrate understanding of the Kenyan HIV epidemiological context and evidence of a history of relevant fieldwork. The recipient(s) will support the GOK and partners to strengthen capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies and surveillance to focus on sustained HIV epidemiologic control including accurately measuring outcomes and impact, while informing the HIV response. The project will emphasize analytical and epidemiological skills, geospatial analyses, costing studies, and strategies for capacity-building at national and sub-national levels.

    Duration: 5 years
    Responsibilities

    • Lead and provide statistical analysis support to the project, collaborating with other technical leads and partners to determine data needs, survey designs, statistical analysis plans and implementation strategies
    • Determine the statistical approaches employed by the project, including multivariate logistic regression analysis, Poisson regression, longitudinal analysis, survival analysis, etc.
    • Support the creation of protocols for national and subnational surveillance priorities
    • Lead the design of non-routine surveys: conduct randomization and sample size computation; advise on assessment methods; check and review data quality and control standards
    • Oversee the preparation of datasets; support linkage and analysis of data from both routine and non-routine sources, including relevant HIS: OpenMRS, the HIV National Data Warehouse, Viral Load database, EID, and pharmacy systems Perform statistical data management and analysis using STATA, R , SAS, SPSS, or other appropriate package
    • Support the creation of annual surveillance reports at national and subnational level
    • Prepare the methods and results section for protocols, presentations, abstracts, manuscripts and other publications as required
    • Be available for collaborative meetings with the project team, helping resolve statistical questions as they arise.
    • Manage and mentor a team of specialists to support the design and implementation of surveys, studies, and statistical models
    • Support project monitoring and evaluation activities as assigned
    • Other responsibilities as assigned.

    Requirements

    • Advanced degree in Statistics, Biostatistics, Mathematics, Economics, or other related discipline from a recognized institution; PhD preferred
    • Demonstrated experience applying statistics (5+ years); experience executing structural equation modeling with relevant statistical software (R, STATA, SAS or SPSS).
    • Must demonstrate understanding of the structure and functions of Kenya's HIV epidemic response.
    • Must have technical knowledge of statistical/data analysis relevant to the HIV and TB epidemic; experience analyzing individual level data is preferred
    • Experience with both routine and non-routine surveys; preferred experience supporting the Kenya Population-based HIV Impact Assessment.
    • Additional experience required in at least one of the following: cost modeling and analysis; geospatial analysis, key population size estimation, disease transmission modeling
