    Strategic Information Officer (DREAMS)

    Overall Job Function

     Reporting to the SI Lead, the SI officer (DREAMS) will be responsible for Project-wide DREAMS program initiatives including the collation of Project level data and for leading the ward managers and program officers on flow and collection, data management, reporting, and dissemination. S/he will ensure rigorous data standards and quality, as well as compliance with donor and national HMIS reporting requirements. S/he will be responsible for DREAMS reporting to track and improve program performance on the behavioral, biomedical, and structural interventions. This includes CDC and PEPFAR reporting. S/he will collaborate with MOH and strengthen MOH systems capacity and ownership through mentors-hip. S/he will also assist with other data and M&E needs and requests as needed to support the SI department.

    Key Responsibilities

    • The SI officer will Coordinate the process of data collection, processing, and storage in line with established policies and procedures
    • Oversee the capture registered girls’ data in the DREAMS database by providing technical guidance to AGYW data entrants.
    • Work closely with Regional teams to ensure availability of all necessary DREAMS tools at all times
    • Monitor DREAMS progress to target by program area and segment for the Wards by routinely analyzing the data and providing feedback to the project staff and stakeholders
    • Promote data use at all level of project and stakeholders
    • Run DQAs and data checks for entries in the DREAMS Database to ensure the data is complete and free of error
    • Mentor and train AGYW data entrants in entering data in the National Database
    • Contribute in the review and/or development of monitoring and evaluation tools and systems that are responsive to data needs
    • Organize and/or participate in SI related capacity building activities targeting CHS staff; health facility staff; and other stakeholders
    • Work closely with other CHS staff and stakeholders to strengthen systems for monitoring beneficiary outcomes; monitoring quality of services; behavioral; biomedical; structural interventions; data quality assurance; and data collection, collation, analysis and dissemination Provide expertise in developing and/or review of indicators for monitoring and evaluation of program performance
    • Ensure timely and proper implementation of the Ministry of Health’s (MoH) monitoring and evaluation guidelines including roll out of new tools in all CHS-supported Wards and Safe spaces
    • Participate in research studies that may be undertaken by CHS or any of her collaborating partners
    • Participate in joint quarterly support supervision of health facilities by CHMTs and CHS, Provide advice to MoH through participation in relevant technical working groups
    • Document best M&E practices and disseminate the same to relevant stakeholders
    • Provide lead in timely collection, cleaning and reporting of quarterly and other routine data to donors and other stakeholders
    • Respond to ad hoc requests for collection and analysis of data when need arises
    • Participate in regional and national stakeholders’ forums or conferences on health and give presentations during these meetings

    Person Specification

    • Bachelor’s degree in public health, biostatistics, statistics, monitoring and evaluation or an equivalent academic qualification from a recognized institution.
    • At least three years’ experience in monitoring and evaluation of DREAMS programs in Kenya
